Cindy Readal

Ms. Readal is currently Assistant Commander for Contracting for the Naval Facilities Engineering Systems Command (NAVFAC). She has been in the NAVFAC contracting field for 27 years, and she is the command’s senior civilian contracting official responsible for the contractual business practices, policy and oversight of the command’s $8 billion acquisition program, including military construction, environmental, and facility support contracts. Ms. Readal is also responsible for the leadership and community management of NAVFAC’s Acquisition professionals worldwide. Prior to assuming her role as the Assistant Commander for Acquisition, Ms. Readal was the Deputy Director for Acquisition at NAVFAC Headquarters from June 2012.

 

From March 2011 to June 2012, Ms. Readal was the Deputy Acquisition Director at NAVFAC Atlantic, where she was the field liaison for seven Echelon IV commands providing guidance, direction, and expert knowledge on day-to-day contracting, staffing, policies and procedures. In this role, Ms. Readal was instrumental in the implementation of new DOD source selection procedures, including policy, roll-out and training. 
 

In March 2008, Ms. Readal was Chief of the Contracts Office for NAVFAC Washington in Washington, D.C. Ms. Readal led over 100 Acquisition professionals through unprecedented workload execution, including the award of NAVFAC’s largest construction project in support of the Walter Reed National Military Medical Center BRAC Program. 
 

Ms. Readal has held various positions within NAVFAC at different echelons, including People and Process for the Acquisition Division at NAVFAC Mid-Atlantic, where she was responsible for all acquisition business processes, initiatives and overall community management of the Acquisition workforce for the command. Additionally, from April 2002 to March 2006, Ms. Readal was the lead Contracting Officer for the Facility Support Contracts (FSC) Department in Acquisition at NAVFAC Headquarters. As FSC Lead with a Level III unlimited warrant, Ms. Readal provided acquisition support and coordination on acquisition matters to acquisition workforce members, business lines,  and specialty centers on Base Operating Support (BOS) functions, Strategic Sourcing (A-76), transportation and all other facility support contracts.  During her four years at NAVFAC Headquarters, she was responsible for the development, implementation and review of the FSC Product Line Plan initiatives. Prior to this position Ms. Readal was a Supervisory Contracting Officer at various NAVFAC field offices.
 

Ms. Readal is a graduate of Brenau University, Gainesville, Georgia with a Bachelor of Science degree in Business Administration.  Ms. Readal is a member of the Acquisition Professional Community and has received the Superior Civilian Service Award, as well as receiving three Meritorious Civilian Service Awards.
