Expeditionary Systems Command

As an expeditionary systems command (SYSCOM), NAVFAC provides initial outfitting and life-cycle management of the systems, equipment and material authorized in the expeditionary TOAs. This role is performed in accordance with DoD systems acquisition guidance and is executed for the following areas assigned within SECNAVINST 5400.15C:

  • Expeditionary systems and materiel including Civil Engineering Support Equipment (CESE), Civil Engineer End Items (CEEI), Logistics-Over-the-Shore (LOTS), Tent camps and Tools
  • Construction equipment and training systems
  • Expeditionary information technology systems
  • Organizational clothing for NECC, Naval Beach Groups and similar forces

To effectively manage all activities associated with the acquisition, development, production, fielding, sustainment and disposal of DoD systems, equipment and material across its life cycle, program managers were established at NAVFAC Headquarters within the NAVFAC Expeditionary Programs Office (NEPO). The PMs, who draw their primary support from the NAVFAC Engineering and Expeditionary Warfare Center, are:
