KITTERY, ME, UNITED STATES - KITTERY, ME. June 6, 2023, Portsmouth Naval Shipyard (PNS): Officer-In-Charge of Construction PNS Change of Command where Capt. Frank Carroll passes command to Capt. Chad Brooks. Rdml. Maria "Lore" Aguayo, Commander, Naval Facilities Engineering Systems Command, Atlantic, was the presiding officer. Mr. Stephen Fahey, PNS Nuclear Engineering and Planning Manager, Senior Executive Service, was the keynote speaker.
