Force Master Chief Terrell graduated from Kingfisher High School in 1988 and is a native of Kingfisher, Oklahoma. He joined the Navy and attended Recruit Training Command at San Diego, California in April 1989. After graduation, he reported to Construction Electrician "A" School training in Port Hueneme, CA.

His duty assignments consist of Construction Battalion Unit FOUR TWENTY TWO at Naval Station Anacostia, Washington, DC (1989-1991). In 1991 he was selected for Mobile Utilities Support Equipment (MUSE) Program where he attended the Prime Power Production Specialist Course at Fort Belvoir, VA (1991-1992) and then transferred to Naval Energy and Environmental Support Activity at Port Hueneme, CA (1992-1995).

In 1995 he was selected to the White House Communications Agency, providing a no-break electrical infrastructure for uninterrupted communications to the President, Staff, Secret Service, and WHCA throughout the world (1995-1999).

His next assignment was Naval Mobile Construction Battalion FOURTEEN (2000-2002). He then transferred to Naval Mobile Construction Battalion FOUR where during Operation Iraqi Freedom, he served as the Convoy Commander for 1st MEF, MEG, Task Force Charlie/Mike. He returned to Iraq with NMCB FOUR as Air Detachment 5 (AD5) for a second tour based out of Camp Fallujah and Forward Operating Base Kalsu, Iraq (2002-2005). He was assigned to Mobile Utilities Support Equipment Division at, Port Hueneme, CA where he deployed, supporting recovery and restoration efforts during hurricane Katrina and the California wildfires (2005-2008). He deployed for one year as a GSA-IA to Camp Lemonier Djibouti, Africa in 2008.

In 2009 he was selected for Command Master Chief and completed the following tours: Naval Construction Training Center (2009-2011), Naval Mobile Construction Battalion FIVE (2011-2013), Commander, Naval Activities Spain/Naval Station Rota (2013-2016), Deputy Director U.S. Navy Senior Enlisted Academy (2016-2017) and 19th Director of U.S. Navy Senior Enlisted Academy (2017-2019).

Force Master Chief Terrell is Seabee Combat Warfare Specialist and Fleet Marine Force qualified. His personal awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (2), Joint Service Achievement Medal (2), Navy Commendation Medal (5) and Navy Achievement Medal (3). Selected as DoN Active Duty 2009 DoD African American History Month Awardee. He is a graduate of the Keystone Course (16/1), U.S. Navy Senior Enlisted Academy (Class 144 - Dean’s list) and CMC/COB Course (Class 059). He’s earned a Bachelor’s of Science Degree in Management from National Louis University and a Master’s Degree in Administrative Leadership from the University of Oklahoma.
