Mr. Douchand was appointed to the Senior Executive Service in June 2006 and is currently assigned as the Assistant Commander of Environmental Programs for the Naval Facilities Engineering Command. Mr. Douchand is the senior ranking Environmental Engineer for the Navy and is responsible for the Navy-wide environmental Community of Practice
Prior to his Senior Executive position with NAVFAC, Mr. Douchand served as Chief, Strategic Integration Branch and Chief, Environmental Support Branch at the U. S. Army Corps of Engineers. He also served as Supervisory Base Closure Manager at NAVFAC SWDIV, BRAC Environmental Coordinator at NAVFAC EFA West, and Environmental Program Manager at BUMED. Mr. Douchand began his federal service in 1989 as an Environmental Engineer at the Naval Air Station Alameda. Before federal service, Mr. Douchand worked for private industry in environmental consulting and taught math and science in Oakland, CA public school district.
Mr. Douchand holds a M.S. in Environmental Management from the University of San Francisco, and a B.S. in Nuclear Engineering from the University of California at Santa Barbara. He is a registered Professional Engineer (P.E.) in the State of Maryland, a member of the NAVFAC Acquisition Community, and a member of the African American Federal Executive Association.
