Ms. Williams is the Comptroller for the Naval Facilities Engineering Command (NAVFAC).  She is responsible for leading all aspects of NAVFAC’s financial programs.  Ms. Williams serves as the senior technical financial advisor to the Commander, providing financial consultation, guidance and expertise for the Command, ensuring the accuracy and timeliness of financial results and compliance with the Chief Financial Officer’s Act (CFOA).  Her responsibilities include developing and implementing financial improvements for NAVFAC’s worldwide organization and improving program effectiveness while maintaining the integrity of financial information. 

Ms. Williams was appointed to the Senior Executive Service in May 2015 and has 35 years of financial management experience.   She has earned a Bachelor of Arts degree in Accounting from the University of West Florida.

Ms. Williams previously served as the Deputy Comptroller, NAVFAC from 2010-2015. As the deputy, Ms. Williams worked consistently to improve the efficiency and effectiveness of operations for all of NAVFAC’s supported organizations.  She was responsible for the community management and oversight of the NAVFAC Financial Management community, promoting career opportunities and professional development for over 500 financial management (FM) professionals working around the world in a global operation.  She oversaw the programming, budgeting formulation and execution, resource allocation, financial policy and fiduciary reporting for a worldwide naval organization consisting of approximately 19,000 civilian and military personnel and an $11B budget in direct and reimbursable funding.

Her career experience includes significant roles in all aspects of financial management, having held various senior level financial management positions at NAVFAC Headquarters, Facilities Engineering Command (FEC), Washington and Public Works Centers (PWC) Washington and Pensacola.  She has extensive knowledge and expertise in both accounting and budget formulation and execution.  She was a member of the NAVFAC Blue/Gold team which was responsible for the conversion of PWC Yokosuka to Working Capital Fund. 

Her awards include a Department of Navy Superior Civilian Service Award (2014) and numerous performance and special act awards.
