Character Development Framework
NAVFAC’s workforce development system is built upon a foundation of character development and related values which establishes a baseline of expectations for every NAVFAC employee to adhere to. These values are reflected in the NAVFAC Character Development Framework, which consists of four core attributes supported by the Chief of Naval Operations, 12 attributes which underpin NAVFAC’s own core values, and lastly, three overarching values which are critical to Navy and Marine Corps mission success. These community-specific character attributes have been forged by prior generations of leaders and remain critical to the future success of supporting the Navy and Marine Corps team. Employees should regularly refer to this framework and each group of attributes as they plan and explore their own career path opportunities.
