Captain Richard Hayes is a native of Charleston, West Virginia. He graduated from Carnegie Mellon University with a Bachelor of Science in Mechanical Engineering in May 1993 and received his commission through the Naval Reserve Officer Training Corps program. He holds a Master of Science degree in Civil Engineering (Construction Management) from Purdue University and also completed the Stanford Graduate School of Business Executive Education Program.
