Capt. Richard Hayes III

Captain Richard Hayes is a native of Charleston, West Virginia. He graduated from Carnegie Mellon University with a Bachelor of Science in Mechanical Engineering in May 1993 and received his commission through the Naval Reserve Officer Training Corps program. He holds a Master of Science degree in Civil Engineering (Construction Management) from Purdue University and also completed the Stanford Graduate School of Business Executive Education Program.

Hayes’ tours include Job Order Contract Manager and Assistant Construction Services Department Head, Public Works Center San Francisco Bay, Oakland, California; Assistant Resident Officer in Charge of Construction, Naval Air Station North Island, Coronado, California; Assistant Operations Officer/Company Commander and Officer in Charge, Joint Task Force Antigua, Naval Mobile Construction Battalion (NMCB) 5, Port Hueneme, California; Future Plans Officer, 2nd Naval Construction Brigade and Readiness Officer, 1st Naval Construction Division, Virginia Beach, Virginia; Resident Officer in Charge of Construction, Naval Air Station Oceana, Virginia Beach, Virginia; Assistant Public Works Officer, Naval Station Rota, Spain; Public Works Officer, Camp Lemonnier, Djibouti; Planning, Programming, Budgeting and Execution Section Head, Chief of Naval Operations N46, Washington, D.C.; Public Works Officer, Naval Station Norfolk, Norfolk, Virginia; and Civil Engineer Corps’ Head Detailer, Navy Personnel Command in Millington, Tennessee.

Hayes is a qualified Seabee Combat Warfare Officer, a registered Professional Engineer in the state of California, a member of the Defense Acquisition Corps, and a Certified Energy Manager. His decorations include the Meritorious Service Medal (four awards), Navy Commendation Medal (five awards), Navy and Marine Corps Achievement Medal (two awards) and other personal and unit awards.
