Captain Mike Monreal is a native of San Antonio, TX and holds a B.S. and M.Eng in Civil Engineering from Texas A&M University. He was commissioned in the U.S. Marine Corps in May 1992 and transferred into the Navy Civil Engineer Corps in 1996.
Captain Monreal’s shore duties consist of facilities, environmental and construction contract management tours as Commanding Officer, Regional Engineer, Public Works Officer, Resident Officer in Charge of Construction and project engineer for overseas locations in the Pacific, Europe and the continental US. Most recently, as Operations Officer for NAVFAC Pacific, 2016-2018, Captain Monreal oversaw the Navy-USMC MILCON program of record across the Pacific as well as the execution of the Defense Policy Review Initiative (DPRI) build up in Guam and Commonwealth of the Northern Marianas Islands and the Air Force and Marine Corps construction program in Australia. Captain Monreal took command of NAVFAC Southeast in June 2018.
Captain Monreal’s operational tours consists of leading expeditionary engineering and construction units at every echelon of the Navy Expeditionary Combat Command. As Air Detachment Officer in Charge (OIC), Naval Mobile Construction Battalion (NMCB) THREE, 1998-2000, he deployed to Albania in support of Joint Task Force Shining Hope humanitarian effort and Kosovo in support of Operation Noble Anvil. As Operations Officer, NMCB THREE, 2003-2005, he deployed to Iraq as part of Task Force Sierra in support of Operation Iraqi/Enduring Freedom II. Captain Monreal was the Commanding Officer of NMCB ELEVEN, 2009-2011, in their first deployment since commissioning, supporting Operation Enduring Freedom II in Afghanistan, Kuwait and Camp Lemonier, Djibouti. As Chief Staff Officer, 2011-2013, Naval Construction Group TWO, he led the transition of the command from 30th Seabee Readiness Group to the newly commissioned Naval Construction Group TWO.
Captain Monreal is a qualified Seabee Combat Warfare officer, registered Professional Engineer (VA), a member of the Defense Acquisition Corps and a level III warranted Contracting Officer. His personal awards include the Legion of Merit (x2), Bronze Star Medal, Meritorious Service Medal (x3), Navy Commendation Medal (x4) Navy and Marine Corps Achievement Medal and various unit awards and medals.
