NAVFAC Southeast Civil Engineer Corps Officer Promoted to Captain

Jacksonville, Fla. – Civil Engineer Corps (CEC) officer Lore Aguayo was promoted to the rank of captain in the United States Navy during a ceremony on board Naval Air Station Jacksonville, Fla. Her promotion was effective September 1.

Aguayo was born in Mexico and raised in Tempe, Arizona.

“My family made many sacrifices for me while I was young and I am very greatful for that,” stated Aguayo describing how her parents became U.S. citizens when she was a child so that she could pursue her dream of joining the U.S. Navy.

She joined the Civil Engineer Corps in 1993 and is currently serving as the operations officer for Naval Facility Engineering Command (NAVFAC) Southeast, coming aboard to the command in July 2013.

Aguayo last served as Commanding Officer, Naval Construction Battalion ELEVEN, in Gulfport, Miss. Previous to that she served at NAVFAC Hawaii as the Public Works Officer (PWO) for Naval Station Pearl Harbor and As-sistant Regional Engineer for Navy Region Hawaii.

Some of Aguayo’s previous tours include: Assistant Resident Officer in Charge of Construction, Rota, Spain; CEC Accessions Officer, Norfolk, Va.; Director of Facilities West for Commander, Navy Surface Reserve Force, San Diego, Calif.; Planning Officer, Deputy PWO and Zone Production Officer, Public Works Center, San Diego, Calif.; Energy and Utility Privatization Action Officer, OPNAV N46 and Commander, Navy Installations Command; Legislative Fellow Program, Office of Legislative Affairs; Legislative Liaison for Navy Base Realignment and Closure Officer; Military Aide to Assistant Secretary of the Navy, Installations and Environment; and Executive Officer, Naval Mobile Construction Battalion FIVE.

“I am honored that the Navy has entrusted this senior level rank to me,” said Aguayo. “I love what I do and it is because of the strong relationships that are made among the Navy family and the civilians that we work with every day.”

The promoting officer was NAVFAC Southeast Commanding Officer Capt. Christopher Kiwus.
“It is an honor to be here to see Lore [Aguayo] promoted to the rank of Captain,” said Kiwus. “We are all proud of the many achievements she has made in her career and are excited to have her here at NAVFAC Southeast.”

Aguayo was pinned by her father, Dr. Arturo Aguayo and her husband, Capt. (ret) Jeffrey Campbell in a simple ceremony conducted in front of her fellow Civil Engineer Corps officers and civilians at NAVFAC Southeast.

As the command’s Operations Officer, Aguayo provides public works and construction support to 20 Navy and Marine Corps Installations in the Southeast as well as construction support to six countries in the Caribbean.

“Executing the many multi-million dollar contracts we award each year and providing the public works support to all of the installations to keep them running and the Sailors and Marines ready for duty is very important,” said Aguayo. “But the safety and well being of all of our people always comes first.”

Aguayo is qualified as a Seabee Combat Warfare Specialist and is a member of the Acquisition Professional Community and the Society of American Military Engineers. She is a registered professional engineer in the state of Arizona. She holds a Bachelor of Science in Industrial Engineering and a Master of Science in Civil Engineering from Stanford University.
