NAVFAC Southeast Awards $8.7 million Contract for New Squadron

09/29/17

JACKSONVILLE, Fla. – Naval Facilities Engineering Command (NAVFAC) Southeast
awarded a more than $8.7 million contract Sept. 29 to Trimark Constructors, LLC, a small
business out of Metairie, Louisiana, to replace the Squadron Operations Facility at Naval Air
Station Joint Reserve Base (NAS JRB) New Orleans.

“Our current squadron operations function is located in building 285, a building constructed in
1968,” said Col. Shawn Coco 159th Fighter Wing Commander. “The facility is about 25
percent short of the space we need to accomplish our training and primary ACA (Air Control
Alert) mission, plus the electrical, mechanical and HVAC systems are outdated and
inefficient.

NAS JRB New Orleans is home to the 159th Fighter Wing, its 21 F-15 fighter aircraft and its
ACA mission. The Wing requires a properly sited, correctly sized and configured squadron
operations facility to support the Wing’s training and mission requirements. The functional
areas of squadron ops include command, administration and support offices, a classroom,
break area, briefing rooms, assembly areas, vaults, secure areas, and storage. A portion of
the building will need to be a secure area constructed to meet security requirements (SCIF).

The contract calls for the demolition of the old facility and construction of the new facility. The
contract also contains 13 unexercised options for furniture, fixtures and equipment and one
planned modification, which if exercised would increase cumulative contract value to more
than $10 million.

Small business (which includes 8(a) firms) play a vital role in the American economy -
employing half of our country's workforce, creating nearly two out of every three new
American jobs, and often being the source of the next great American innovation. The
maximum practicable utilization of small business concerns is a matter of national interest
with both social and economic benefits.

“I am excited we had a small business win this award,” said Mark Brock, NAVFAC Southeast
small business deputy. “This is a win for the NAVFAC enterprise and for small businesses in
general.”
