Captain Michael Kenney Jr. is from Concord, California. He graduated from the University of Southern California with a Bachelor of Science in Aerospace Engineering in May 1993 while on an NROTC Scholarship. Following Civil Engineer Corps School he reported to the Resident Officer in Charge of Construction (ROICC), Long Beach in October 1993. In 1995, Kenney transferred to Naval Weapons Station Seal Beach to be the assistant public works officer. During this tour, he earned a Master of Science in Civil Engineering from California State University, Long Beach.
After two years, he transferred to San Diego as director of Facilities West for Commander, Naval Surface Reserve Force. In September 2000, Kenney reported to Naval Mobile Construction Battalion ONE THREE THREE, Gulfport, Mississippi, as officer in charge, Detachment Sigonella, Italy, Charlie Company commander, and embarkation officer.
In January 2003, Kenney attended the Naval Postgraduate School in Monterey, California and received a Master of Business Administration. In July 2004, he reported to NAVFAC Pacific ROICC Pearl Harbor as operations officer. With the establishment of NAVFAC Hawaii on 10 March 2005, he took charge of ROICC Blue.
After serving six months in Afghanistan with Combined Security Transition Command Afghanistan, Kenney reported to FIRST Naval Construction Division Pacific as the plans officer in October 2006. In 2008 he reported to Commander, Navy Installations Command as C3 Operations. In July 2013 Kenney reported to NAVFAC Northwest as the executive officer. He served at Naval Station Norfolk as the public works officer from July 2016 to July 2017.
Decorations include a Defense Meritorious Service Medal, a Meritorious Service Medal, a Joint Service Commendation Medal, four Navy and Marine Corps Commendation Medals, and a Navy and Marine Corps Achievement Medal. Kenney is a registered Professional (Mechanical) Engineer in the State of California, an Acquisition Professional for the Navy, and has completed phase one of the Joint Professional Military Education (JPME) program.
