Mr. William J. (Joe) Simpkins is a native of Talladega, Alabama. He received his Bachelor of Science in Civil Engineering from Auburn University in 1994 and his Master’s degree in Engineering from the University of Florida in 2000. Simpkins enlisted in the Navy in 1979 as a Seabee Construction Electrician. He received a commission in the Civil Engineer Corps through the Enlisted Commissioning Program 1994 and retired as a Commander, after 33 years of active duty in April 2013.
Prior to accepting the position of Business Director, Simpkins was the Deputy Public Works Officer Joint Base Pearl Harbor-Hickam, Naval Facilities Engineering Command (NAVFAC) Hawaii. His previous jobs and assignments include Program Operations Manager, for Hawaii Energy, an energy efficiency and conservation program under contract for the State of Hawaii.
His facilities tours while on active duty included, Public Works Officer, Diego Garcia; Public Works Officer, Naval Station Pearl Harbor, Hawaii; Public Works Officer, Naval Hospital Jacksonville, Florida; Assistant Resident Officer in Charge of Construction, Naval Air Station Jacksonville, Florida; and Deputy Resident Officer in Charge of Con-struction, Wahiawa, Hawaii. His operational tours included Contingency Engineer, NAVFAC Pacific; Naval Construction Force Liaison Officer, III Marine Expeditionary Force (MEF), Okinawa Japan; Naval Support Unit, Department of State and Naval Mobile Construction Battalion 74, Gulfport, Mississippi.
Simpkins is a registered Professional Engineer in the state of Oregon, and a Certified Energy Manager.
