Commanding Officer, Naval Facilities Engineering Command (NAVFAC) Hawaii, Capt. Richard Hayes III welcomes command customers and interested website users to learn about our products, services and people.
Located at Joint Base Pearl Harbor-Hickam, NAVFAC Hawaii is an Echelon IV command reporting to NAVFAC Pacific also located on Oahu, Hawaii. It delivers best-value acquisition, asset management, engineering, environmental, planning, and public works services to Navy, Marine Corps, Air Force, Department of Defense, and other federal agency customers.
The command employs 1,200 highly-skilled civilian federal workers and 225 military personnel including Navy Civil Engineer Corps Officers and enlisted Seabees, as well as Air Force officers and enlisted personnel. They are distributed throughout the Pearl Harbor area as well as Leeward and Windward portions of Oahu, with a small number of employees at Pacific Missile Range Facility, Kauai.
The command headquarters is located on a 71-acre compound off of Radford Drive near the Navy Exchange at Pearl Harbor.
Products and services are delivered through our “units of action,” Public Works Department Joint Base Pearl Harbor-Hickam (PWD JBPHH), Public Works Department Pacific Missile Range Facility (PWD Barking Sands), and Facilities Engineering and Acquisition Department, Marine Corps Base Hawaii. (FEAD MCB Hawaii). Units of action employ various means to deliver these products and services including in-house shop forces and a broad range of contract vehicles as well as reach-back support through the NAVFAC organization to access additional surge capacity, expertise and contracting vehicles.
The Commanding Officer of NAVFAC Hawaii also serves as Navy Region Hawaii's Regional Engineer.
In fiscal year 2016, NAVFAC Hawaii executed $423.4 million in Navy Working Capital Fund work and $232 million in General Fund work (major construction contracts & service contracts).
