FY21 PRE-PROPOSAL SOLICITATION (OPEN):
The U.S. Navy Living Marine Resources (LMR) applied research program is seeking pre-proposals pertaining to five need topics. The FY21 need topics include: 1) ship shock trial acoustic measurement, 2) standardizing auditory evoked potential hearing thresholds with behavioral hearing thresholds, 3) understanding marine mammal hearing and behavioral response to continuously active sonar, 4) relationship between perceived loudness of a signal and signal length, and 5) studying marine mammal behavioral response to SURTASS LFA sonar.
There is no specific format required for the pre-proposal, however, the information required is outlined in the Proposal Submission and Evaluation Guide. Offerors should also be sure to review the Data Rights and Handling Agreement, Geospatial Data Requirements, and LMR Ocean Observing System (OOS) Notification Procedures before submitting a pre-proposal. The pre-proposal should be consolidated into one single file (PDF) and should not exceed five pages in length (CVs do not count toward page limit). Pre-proposals pertaining to these need topics will be accepted until 11:59 PM PST on 12 November 2020. If invited, offerors will be asked to submit a full proposal. Federal government (Navy or non-Navy) applicants can submit a pre-proposal via email (firstname.lastname@example.org) addressing one of the need topics. Pre-proposals must be received before the deadline specified above.
Non-federal applicants can submit a pre-proposal via email (email@example.com) in response to Broad Agency Announcement (BAA) solicitation N39430-20-S-2256. Pre-proposals must be received before the deadline specified above.
