SAN DIEGO (NNS) -- Naval Facilities Engineering Command (NAVFAC) Southwest personnel held a ribbon cutting and an open house for its new Human Resources Office (HRO) May 14 aboard NAVFAC Southwest's headquarters in San Diego.
At the HRO open house, NAVFAC Southwest Business Manager Dr. Don Chick and NAVFAC Southwest Human Resources Director Aixa Morales kicked off the ribbon cutting ceremony with opening speeches officially announcing the stand-up of the NAVFAC Southwest HRO. During the stand-up, NAVFAC Southwest Commanding Officer Capt. Clifford Maurer and Executive Officer Capt. Allan Stratman welcomed the new HRO team and attendees, and emphasized how important it was to the command to finally have the HRO team in-house.
"The new approach to human resource service delivery is aligned, accountable and agile - optimizing human and capital resources, and will improve NAVFAC's ability to respond quickly to changing requirements," said Morales.
NAVFAC Southwest established its own HRO as a result of Department of the Navy's decision to change the way human resources services are delivered across the enterprise to be more streamlined and customer focused.
The Navy's new HRO service delivery model aims to have commands operate their own HROs and receive processing services by a single service center. NAVFAC is now serviced by the Office of Civilian Human Resources Operations Center Stennis, which is intended to improve services and provide clearer, more simple management.
"These changes will enable delivery of Human Resources services and functions that optimize resources and enable commands to respond quickly to changing mission requirements," said Morales.
HRO provides a full-range of services in a number of functional areas to the organization and hosts the NAVFAC-wide Center of Expertise (COE) for Federal Employee Compensation Act (FECA) and Professional Development Center (PDC) Intern program.
HRO became officially operational on April 29, 2013.
