JACKSONVILLE, Fla. (NNS) -- Naval Facilities Engineering Command (NAVFAC) Southeast Executive Officer Capt. Drew Hascall and NAVFAC Southeast Deputy for Small Business Mark Brock spoke to more than 200 small business owners, April 20 in Jacksonville, Florida.

Drew Hascall and NAVFAC Southeast Deputy for Small Business Mark Brock spoke to more than 200 small business owners and others at the National Contract Management Association (NCMA) Small Business Outreach and Training Road to Success event held April 20 at the University of North Florida Adam W. Herbert University Center in Jacksonville, Fla.
In his opening remarks, Hascall explained how important and vital small businesses are to the United States Navy. He further praised Brock for his efforts to ensure small businesses have the knowledge and tools they need to effectively do business with the Navy and NAVFAC in particular.
The one-day event was broken into a large opening session, morning and afternoon 'matchmaking' sessions and several classroom setting workshops built to give small business owners more tools for acquiring work.
During his workshop Brock, who has a passion for helping small businesses, spoke on 'Improving Your Proposal' and discussed the NAVFAC Southeast 'Fiscal Year 2017 Projected Workload.'
"Our goal is to help small businesses be better prepared to meet the NAVFAC Southeast mission by teaching the attendees about solicitations and the common mistakes found in proposals submitted for construction and architect/engineering solicitations with the Navy," said Brock of the work they do to assist small businesses.
During the matchmaking sessions, small business owners could interact directly with some of NAVFAC Southeast's contract specialists. Brock asked Public Works Department Mayport Contract Specialist Jay Vissers and Contract Specialist Intern Stacey Garske, IPT Gulf Coast Supervisory Contract Specialist Barbara Czinder and Assistant Deputy for Small Business Dawn Brown to spend one-on-one time with the attendees.
"We realize that our acquisition professionals and small businesses speak different languages when it comes to solicitations and proposals," said Brock. "Helping the small business contractors understand the meaning of key contracting terms, contract format, common mistakes and allowing them to spend time with our contracting specialist is a good way to help them provide better proposals. In turn, it will make it easier for the Navy's acquisition teams to evaluate the proposals."
Brock and Brown work as a team to provide small business advocacy training and acquisition training on small business rules and procedures. They coordinate with small businesses through email, over the phone, one-on-one meetings, and during Industry Days and organizational gatherings with the overarching goal of sharing the NAVFAC Southeast mission and vision.
"For the NAVFAC Southeast Small Business team, it is much more than meeting NAVFAC small business matrixes and goals," said Brock. "It is about creating a win-win situation for the contractor, customers, NAVFAC, and ultimately, the U.S. Navy."
