Mission Cleanup is an ongoing federal-state partnership that capitalizes on sound science to Clean, Protect & Restore. St. Juliens Creek Annex (SJCA), Virginia Department of Environmental Quality (VDEQ), and United States Environmental Protection Agency (USEPA) are committed to maintaining open dialog with impacted communities as we work together. Mission Cleanup’s success relies on ongoing public awareness and engagement in the cleanup process such as the Restoration Advisory Board (RAB), as public participation is critical to our ability to Clean, Protect & Restore.
A community outreach program for the Environmental Restoration Program (ERP) at SJCA has been established through development and implementation of a Community Involvement Plan (CIP). The CIP was developed to comply with USEPA, Department of Defense, Navy, and Federal Registration Requirements and incorporated input from the public, through surveys and interviews, on how the public would like to be involved in the Comprehensive Environmental Response, Compensation, and Liability Act process. The plan is updated every 5 years or if significant community concerns or a major change in the ERP at SJCA occur. The most recent update was completed in 2015. The SJCA community outreach program includes a RAB, public notices, public meetings, an information repository, fact sheets, and this web site. For the current Community Involvement Plan click here.
Restoration Advisory Board
Under Mission Cleanup, the community is invited to participate in the RAB to ensure continued protection of public health and restoration of land and water. The RAB was formed in 1999 and is co-chaired by the Navy and a community member from the Geneva Shores neighborhood. The RAB consists of community members and representatives of the Navy, VDEQ, and USEPA. RAB meetings are open to the public to provide opportunity for comment and input on the ERP. The meetings are currently held semi-annually (normally every May and November).
The next RAB meeting will be held on May 8, 2019 at 11:30 am. This RAB Meeting will be a tour of the active ERP sites at SJCA. The meeting location for the tour is:
Craddock Little League field parking
1699 Victory Boulevard
(last right before the St. Juliens Creek Annex gate)
Portsmouth, VA 23702
The public is invited to attend. If you would like to participate in the tour, please contact Mr. Robert Bray, NAVFAC Mid-Atlantic, at (757) 341-0450 no later than April 24, 2019, for information on the meeting location and access requirements to the facility.
The minutes from the previous RAB meetings are provided below:
Public notices are issued to announce RAB and public meetings, the dates of public comment periods for Engineering Evaluation and Cost Estimates and Proposed Plans, signature of Records of Decisions, and changes to the Munitions Response Site Prioritization Protocol. The notices are published in The Virginian-Pilot, in The Clipper and Bridges, and on this web site.
Public Comment Periods and Meetings
Proposed Plans and Engineering Evaluations and Cost Analyses are made available for public comment. A public meeting is held for each Proposed Plan issued by the Navy, and by request for Engineering Evaluations and Cost Analyses. The meeting is held at the information repository location during the Proposed Plan public comment period. During the meeting, Navy officials will discuss the findings of the Remedial Investigation report, the various cleanup alternatives, the Navy's preferred cleanup alternative, and the rationale for the preferred cleanup alternative. Meeting attendees will have the opportunity to ask questions and make comments at the meeting. The public may also submit written comments during the public comment period. A Responsiveness Summary is prepared for significant comments received and is made available in the information repository.
Notices announcing the public comment periods are published in the legal section of The Virginian-Pilot, in The Clipper and Bridges, and on this web site. The documents are made available for review in the information repository and on this web site.
An information repository consisting of a reference collection of general and SJCA ERP site information, including documents for public review, the CIP, Superfund information, and fact sheets. The information repository is maintained at:
Major Hillard Library
824 Old George Washington Highway
Chesapeake, VA 23323
Fact sheets are issued to provide stakeholders with current, accurate, easy-to-understand information about the Navy's environmental investigations and munitions response activities at SJCA. The fact sheets are issued as needed through the course of activities, such as after completion of a Remedial Design and prior to initiation of a Remedial Action.
