Mission Cleanup is an ongoing federal-state partnership that capitalizes on sound science to Clean, Protect & Restore. St. Juliens Creek Annex (SJCA), Virginia Department of Environmental Quality (VDEQ), and United States Environmental Protection Agency (USEPA) are committed to maintaining open dialog with impacted communities as we work together. Mission Cleanup’s success relies on ongoing public awareness and engagement in the cleanup process such as the Restoration Advisory Board (RAB), as public participation is critical to our ability to Clean, Protect & Restore.
A community outreach program for the Environmental Restoration Program (ERP) at SJCA has been established through development and implementation of a Community Involvement Plan (CIP). The CIP was developed to comply with USEPA, Department of Defense, Navy, and Federal Registration Requirements and incorporated input from the public, through surveys and interviews, on how the public would like to be involved in the Comprehensive Environmental Response, Compensation, and Liability Act process. The plan is updated every 5 years or if significant community concerns or a major change in the ERP at SJCA occur. The most recent update was completed in 2020. Restoration Advisory Board
Under Mission Cleanup, the community is invited to participate in the RAB to ensure continued protection of public health and restoration of land and water. The RAB was formed in 1999 and is co-chaired by the Navy and a community member from the Geneva Shores neighborhood. The RAB consists of community members and representatives of the Navy, VDEQ, and USEPA. RAB meetings are open to the public to provide opportunity for comment and input on the ERP. The meetings are currently held semi-annually (normally every May and November).
The next RAB meeting, which was initially scheduled for May 2020, has been postponed due to COVID-19. The RAB members will be notified when the next date has been scheduled and a meeting location has been determined. Updates will also be posted to this website. Public notices are issued to announce RAB and public meetings, the dates of public comment periods for Engineering Evaluation and Cost Estimates and Proposed Plans, signature of Records of Decisions, and changes to the Munitions Response Site Prioritization Protocol. The notices are published in The Virginian-Pilot, in The Clipper and Bridges, and on this web site.
Public Comment Periods and Meetings
Proposed Plans and Engineering Evaluations and Cost Analyses are made available for public comment. A public meeting is held for each Proposed Plan issued by the Navy, and by request for Engineering Evaluations and Cost Analyses. The meeting is held at the information repository location during the Proposed Plan public comment period. During the meeting, Navy officials will discuss the findings of the Remedial Investigation report, the various cleanup alternatives, the Navy's preferred cleanup alternative, and the rationale for the preferred cleanup alternative. Meeting attendees will have the opportunity to ask questions and make comments at the meeting. The public may also submit written comments during the public comment period. A Responsiveness Summary is prepared for significant comments received and is made available in the information repository.
