Welcome to the U.S. Navy Marine Resource Assessment information and download page.

The U.S. Navy is responsible for compliance with a suite of federal environmental and natural resources laws and regulations that apply to the marine environment, including the National Environmental Policy Act (NEPA), the Marine Mammal Protection Act (MMPA), the Endangered Species Act (ESA), the Magnuson-Stevens Fishery Conservation and Management Act, Executive Order 13089 on Coral Reef Protection, and Executive Order 12114 on extension of NEPA principles to international environments.

The Navy developed the Marine Resource Assessment (MRA) program to establish a comprehensive compilation of data and literature concerning the protected and managed marine resources found in its various marine operating areas (OPAREAs). The information in a MRA is vital for environmental planning and for use in environmental compliance documentation, such as biological and environmental assessments that must be prepared for compliance with NEPA, ESA, and MMPA.

We believe that open access to these documents will significantly advance public knowledge in the area of protected marine resources.
