System For Award Management (SAM) This is a Federal Government owned and operated free web site that consolidates the capabilities in CCR/FedReg, ORCA, and EPLS.  Future phases of SAM will add the capabilities of other systems used in Federal procurement and awards processes. https://www.sam.gov/SAM/
CAGE Tier 3 The CAGE Tier 3 website provides additional support to DoD contractors registering/renewing their SAM records and maintaining their CAGE codes.  The team has established a training and support area on the DLA Logistics Information Serivce webpage that now houses several SAM and CAGE FAQs and training modules.  These complement those already available those those GSA on the SAM and FSD websites; and add some additional information specific to CAGE codes.

Federal Business Opportunities (FEDBIZOPS) The U.S. Government's one-stop virtual marketplace.  Through this single point-of-entry, commercial vendors and government buyers are invited to post, search, monitor, and retrieve opportunities solicited by the entire Federal contracting community. https://www.fbo.gov
Navy Electronic Commerce Online (NECO) The Navy's solicitations and procurement related information.  Vendors interested in doing business with the Naval Facilities Engineering Command or the Navy will find procurement opportunities that exceed $25,000. https://www.neco.navy.mil
Contractor Performance Assessment Reporting System (CPARS) CPARS is a web-enabled application that collects and manages the library of automated CPARS.  CPARS is for UNCLASSIFIED use only.  Classified information is not to be entered into this system.  A CPAR assesses a contractor's performance and provides a record, both positive and negative, on a given contractor during a specific period of time. http://www.cpars.gov/
Electronic Subcontract Report System (ESRS) This is the official site for the new eSRS.  The new eSRS has launched, promising to create higher visibility and introduce a more transparency into the process of gathering information on Federal subcontracting accomplishments. http://www.esrs.gov/

Acquisition Streamlining & Standardization Information System The ASSIST-Online is a robust, comprehensive web site providing access to current information associated with military and federal specifications and standards in the management of the Defense Standardization Program (DSP).  Managed by the DoD Single Stock Point (DoDSP), Philadelphia, ASSIST-Online provides public access to standardization documents over the internet.  ASSIST-Online includes many powerful reporting features and an exhaustive collection of both digital and warehouse documents.  ASSISST is the official source of DoD specifications and standards.  https://assist.dla.mil/online/start/

Department of Navy SeaPort Enhanced (SeaPort-e) SeaPort-e had made electronic procurement of Engineering, Financial, and Program Management support services a reality.  Using SeaPort-e, the Navy Virtual SYSCOM (VS) Commanders (NAVAIR, NAVSEA, NAVSUP, and SPAWAR) have adopted an integrated approach to contracting for support services.  The SeaPort-e portal provides a standardized means of issuing competitive solicitations amongst a large & diverse community of approved contractors, as well as, a platform for awarding & managing performance-based task orders.  This unified approach al;lows SeaPort-e service procurement teams to leverage their best work products, practices& approaches across the Navy's critical service business sector.  Simply stated, SeaPort-e provides a faster, better, & more cost-effective means of contracting for professional support services. http://www.seaport.navy.mil/

Federal Acquisition Regulations The Federal Acquisition Regulations Systems is established for the codifcation and publication of uniform policies and procedures for acquisition by all executive agencies.  The Federal Acquisition Regulations Systems consists of the Federal Acquisition Regulation (FAR), which is the primary document, and agency acquisition regulation that implement or supplement the FAR.  The FAR System does not include internal agency guidance of the the type described in 1.301(a)(2)The vision for the Federal Acquisition System is to deliver, on a timely basis, the best value product or service to the customer, while maintaining the public's trust and fulfiling public policy objectives.  Participants in the acquisition process should work together as a team and should be empowered to make decision within their area of responsibility. http://www.acquisition.gov/far/
Federal Office of Small and Disadvantaged Business Ulilization

The U.S. Government Printing Office disseminates official information from all three branches of the Federal Government.  Published by the Office of the Federal Register, National Archives and Records Administration (NARA), the Federal Register is the official daily publication for rules, proposed rules, and notices of Federal agencies and organizations, as well as, executive orders and other presidential documents.  It is updated daily by 6a.m. and is published Monday through Friday, except Federal holidays.  GPO Access contains Federal Register volumes from 59 (1994) to the present.

Small Business Technology Transfer (STTR)

The SBIR program was established by Congress in 1982 with a statutory purpose to strengthen the role of innovative small business concerns (SBCs) in Federally-funded research or research and development (R/R&D).  Specific program purposes are to:  (1) Stimulate technological innovation; (2) use small business to meet Federal R/R&D needs; (3) foster and encourage participation by socially and economically disadvantaged SBCs in working in technological innovation; and (4) increase private sector commercialization of innovations derived from Federal R/R&D, thereby increasing competition, productivity and economic growth.   The STTR program is a sister program to SBIR, established by Congress in 1992 with a sisimilartatutory purpose as SBIR.  A major difference in the two programs is that the STTR requires the small business to have a research partner consisting of a University, Federally Funded Research and Development Center (FFRDC), or a qualified non-profit research instituition.  In STTR, the small business msut be the prime contractor and perform at least 40% of the work.  The balance can bedone by either party and/or a third party. http://www.navysbir.com
Small Business Administration (SBA) The U.S. SBA was created in 1953 as an independent agency of the federal government to aid, counsel, assist and protect the interests os small business concerns, to preserve free competitive enterprise and to maintain and strengthen the overall economy of our nation.  They recognize that small business is critical to our economic recovery and strength, to building America's futures, and to helping the United States compete in today's global marketplace.  Although SBA has grown and evolved in the years it was established in 1953, the bottom line mission remains the same.  The SBA helps Americans start, build and grow businessess.  Through an extensive network of field offices and partnerships with public and private organizations SBA delivers its services to people throughout the United States, Puerto Rico, the U.S. Virgin Islands and Guam. https://www.sba.gov/

Women's Business Center The Offfice of Women's Business Ownership (OWBO) assists women their dreas and improve their communities by helping theor start and run successful businesses, regardless of social or financial disadvantage, race, ethnicity or business background.  OWBO and the Women's Business Center Program are integral components of Entrepreneurial Development's network of training and counseling services.

USASpending.GOV Have you ever wanted to find more information on government spending?  Have you ever wondered where federal contracting dollars and grant awards go?  Or perhaps you would just like to know, as a citizen, what the government is relly doing with your money?  The Federal Fudning Accountinability and Transparency Act of 2006 (Transparency Act) requires a single searchable website, accessible by the public, for free that includes for each Federfal award:  The name of the entity receiving the ward; the amount of the award; information on the award including transaction type, funding agency, etc; the location of the entity receiving the award; and a unique identifier of the entity receiving the award.  http://www.usaspending.gov
