Public Works Business Line releases industry version of the (Capabilities Development Document) CDD for Smart Grid.  The purpose of the CDD is to establish a set of top-level requirements that both guide and bound the capability provided by the "Smart Grid."

Encroachment Management
Encroachment is primarily any non-Navy action planned or executed which inhibits, curtails, or possesses the potential to impede the performance of Navy activities.

An Encroachment Action Plan (EAP) is the primary tool and process which results in the identification, quantification, mitigation, and prevention of the potential encroachment challenges to an installation or a range. The NAVFAC planner, coordinating with the NAVFAC Real Estate office, submits plans and budget requirements for all land acquisition proposals addressing encroachment including Encroachment Partnering projects, to CNIC (Commander, Navy Installations Command) for evaluation and coordination.

Geospatial Information & Services (GI&S)

NAVFAC uses GI&S for planning, maintaining, operating, and protecting the Navy's shore installations. For instance, planners use GI&S to develop Land Use Plan maps. Planners overlay constraints features such as endangered species habitat areas, wetlands, and explosive safety quantity distance arcs together in GI&S to determine where to site facilities. To better maintain and operate our facilities, Engineers link work order requests to the facility footprints in the electronic map. 

Geospatial data is fed to Computer Aided Dispatch systems to help Emergency Responders protect the Navy's facilities and personnel. NAVFAC uses modern techniques like GPS, high-resolution satellite imagery, LIDAR (LIght raDAR), and GIS (Geographic Information Systems) to collect its geospatial data and develop its electronic maps.

Air Installation Compatible Use Zone Planning
The purpose of the Air Installations Compatibility Use Zones (AICUZ) program is to achieve compatibility between air installations and neighboring communities by:

·   Protecting the health, safety, and welfare of civilians and military personnel by encouraging land use which is compatible with aircraft operations;

·   Protecting Navy and Marine Corps installation investment by safeguarding the installation's operational capabilities;

·   Reducing noise impacts caused by aircraft operations while meeting operational, training, and flight safetyrequirements, both on and in the vicinity of air installations; and

·   Informing the public about the AICUZ program and seeking cooperative efforts to minimize noise and aircraft accident potential impact by promoting compatible development in the vicinity of military air installations.
