NAVY, EPA, DOI, and PRDNER Invite the Public to comment on the Proposed Plan for UXOs 6 and 11, Planned Public Roads, Atlantic Fleet Weapons Training Area – Vieques

The U.S. Department of the Navy, Environmental Protection Agency (EPA), Department of the Interior (DOI), and Puerto Rico Department of Natural and Environmental Resources (PRDNER) invite public comment on the Proposed Plan for implementing a remedial action at UXOs 6 and 11, Planned Public Roads, under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The proposed remedial action addresses potential explosive hazards at each site, thereby facilitating public use in accordance with plans identified by U.S. Fish and Wildlife Service (USFWS).

UXOs 6 and 11 are located within the former Vieques Naval Training Range (VNTR) in Vieques, Puerto Rico, on property that is now part of the Vieques National Wildlife Refuge managed by USFWS. UXOs 6 and 11 comprise approximately 182 acres of gravel roadways that were historically, as well as currently, used for range access, the cleanup effort, and refuge management.

Based on the results of previous investigations and munitions removal actions at UXOs 6 and 11, the Navy evaluated the following remedial alternatives to address potentially remaining munitions and explosives of concern (MEC):

  • Alternative 1 – No Action and no restriction on activities

  • Alternative 2 – Land Use Controls

  • Alternative 3 – Focused MEC Clearance and Land Use Controls

Following detailed evaluation of each potential alternative, the Navy and EPA, in consultation with DOI and PRDNER, agree that the preferred alternative for UXOs 6 and 11 is:

The preferred alternative meets the statutory requirements of CERCLA for the protection of human health and the environment under current and projected future land use as part of the Vieques National Wildlife Refuge with portions of the managed areas open to the public for recreational use. It also reflects the MEC clearance that has already been conducted as part of historical munitions removal activities from the areas identified by USFWS for future recreational and refuge use.

After the public comment period ends and comments have been considered, the Navy and EPA, in consultation with DOI and PRDNER, will confirm the alternative to be implemented. Therefore, the public is encouraged to comment on the Proposed Plan by attending the Public Meeting on June 24, 2026, or submitting comments in writing to one of the contacts below during the public comment period from June 17 through July 17, 2026.


The Proposed Plan summarizes the history and previous investigations at UXOs 6 and 11, describes how the remedial alternatives were evaluated, and provides the rationale for how the preferred alternative was identified. The Proposed Plan and supporting documents are available for public review online at https://www.navfac.navy.mil/vieques. Paper copies of the Proposed Plan are available at the Mayor’s Office, Esperanza Public Library and the Navy office at Camp Garcia in Vieques.

El Departamento de Marina de los EE.UU., la Agencia de Protección Ambiental (EPA, por sus siglas en inglés), el Departamento del Interior (DOI, por sus siglas en inglés) y el Departamento de Recursos Naturales y Ambientales de Puerto Rico (PRDNER, por sus siglas en inglés) invitan al público a comentar sobre el Plan Propuesto para implementar una acción de remediación en UXOs 6 y 11, Carreteras Públicas Planificadas, bajo la Ley Integral de Respuesta, Compensación y Responsabilidad Ambiental (CERCLA, por sus siglas en inglés). La acción de remediación propuesta atiende los peligros potenciales de explosión en cada sitio, por lo tanto, facilitando así el uso público de acuerdo con los planes identificados por el Servicio de Pesca y Vida Silvestre de EE. UXOs 6 y 11 se encuentran dentro del antiguo Campo de Adiestramiento Naval de Vieques (VNTR, por sus siglas en inglés) en Vieques, Puerto Rico, un terreno que ahora forma parte del Refugio Nacional de Vida Silvestre de Vieques y que es administrado por USFWS. UXOs 6 y 11 comprende aproximadamente 182 acres de caminos de grava que históricamente, así como actualmente, fueron utilizados para el acceso a los terrenos, la limpieza, y la gestión del refugio.

Basado en los resultados de investigaciones previas u acciones de remoción de municiones en UXOs 6 y 11, la Marina evaluó las siguientes alternativas de remediación para atender las municiones y explosivos de interés (MEC, por sus siglas en inglés) restantes:

  • Alternativa 1 – Ninguna Acción y ninguna restricción de actividades

  • Alternativa 2 – Controles de Uso de los Terrenos

Tras una evaluación detallada de cada posible alternativa, la Marina y la EPA, en consulta con el DOI y PRDNER, coinciden en que la alternativa preferida para los UXOs 6 y 11 es:

La alternativa preferida cumple con los requisitos legales de CERCLA para la protección de la salud humana y el medio ambiente bajo el uso actual y futuro del terreno como parte del Refugio Nacional de Vida Silvestre de Vieques, con partes de las áreas gestionadas abiertas al público para uso recreativo. También refleja la limpieza de MEC que ya se ha realizado como parte de las actividades históricas de remoción de municiones de las áreas identificadas por el USFWS para uso futuro recreativo y del refugio.

Una vez finalizado el periodo de comentarios públicos y se hayan considerado los comentarios, la Marina y la EPA, en consulta con el DOI y PRDNER, confirmarán la alternativa que se implementará. Por lo tanto, se exhorta al público a comentar sobre el Plan Propuesto asistiendo a la reunión pública del 24 de junio de 2026 o enviando comentarios por escrito a uno de los contactos a continuación durante el periodo de comentarios públicos del 17 de junio al 17 de julio de 2026.

COMMUNITY INVOLVEMENT PLAN

To foster community engagement in the cleanup, a comprehensive Community Involvement Program was established in 2000 (several years before Vieques was placed on the National Priorities List [NPL]). The primary goal of the Community Involvement Program is to effectively disseminate progress information to the community and to provide a forum for the public to provide input. The Vieques Community Involvement Program promotes bilingual, two-way communication about the progress of the Navy’s environmental restoration and munitions response activities.

The Navy and Environmental Protection Agency (EPA) collaborated with Vieques community members to prepare and implement a Community Involvement Plan (CIP) that outlines how the community will be involved in the cleanup process. It describes the various activities and mechanisms by which the community will be kept informed about the activities and how community members can provide input, ask questions, voice concerns, and receive feedback. The most recent CIP was finalized in 2022 to include input from the community through a questionnaire survey and community feedback at agency-community meetings. The CIP is periodically updated to ensure it remains effective by reflecting current community perspectives, concerns, and needs based on the cleanup status and progress.

NEWS AND INFORMATION

Munitions safety is the Navy’s top priority during investigation and cleanup activities on Vieques. As part of the Navy’s commitment to protect the island’s residents and visitors, informational kiosks have been installed at Playa La Chiva (formerly Blue Beach), Playa Pata Prieta, Punta Arenas (formerly Green Beach), Playa Caracas (formerly Red Beach), and Puerto Ferro. The kiosks provide beachgoers with information in English and Spanish about munitions safety.

EMPLOYMENT AND THE ECONOMY

Economic support to the Vieques community is an important part of the Navy’s Community Involvement Program. NAVFAC’s employment initiative involved training and hiring Vieques residents as UXO Technicians. The residents were trained in accordance with the United States Occupational Safety and Health Administration (OSHA) standards and subsequently hired by the munitions removal contractors to assist in the cleanup by cutting vegetation, collecting munitions-related debris, and as heavy equipment and boat operators. To ensure their safety, the trained locals worked alongside experienced UXO Technicians who are former military explosive ordnance disposal personnel. Through this mentorship program, local employees have come to be among the most senior UXO experts, having worked several years in restoration efforts for the benefit of their own community. This investment in the local workforce has significantly benefitted not only the cleanup but also the local economy. Each year, approximately $20M is allocated to the cleanup, with 60% of the workers being Viequenses, an average full-time work force of 60 to 90 people, and over 5 million worked hours

The Vieques Technical Review Committee (TRC), the predecessor to the RAB, was formed in 2001 to provide a forum for discussing the investigation and cleanup progress. In 2004, the TRC transitioned to the RAB by including more community members in the cleanup process. This group of Vieques residents and government representatives provides a valuable link between the Navy, EPA, Puerto Rico Department of Natural and Environmental Resources (PRDNER), United States Fish and Wildlife Service (USFWS), and the local community, as the investigation and cleanup under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA or "Superfund") of former Navy training areas on Vieques continues.

RAB Meetings are always open to the public. The RAB meets every 3 months. RAB meeting dates are announced on social media, in flyers, and by megaphone trucks in Vieques.
