The Department of the Navy (Navy), in cooperation with the Virginia Department of Environmental Quality (VDEQ), is providing a comment period from March 8 to April 7, 2023 for community members to review and comment on the preferred remedial alternatives for two former munitions sites at Dam Neck Annex:

  • Terrestrial Soil associated with the Former Skeet and Trap Range (UXO 08), and

  • Moving Target Mortar Range South (UXO 07)

Terrestrial Soil, Former Skeet and Trap Range (UXO 08)

The former Skeet and Trap Range at Dam Neck Annex was used in the 1940s and 1950s, with a firing direction to the northwest, over Lake Tecumseh. The Proposed Plan addresses lead-contaminated soil on the land (terrestrial) portion of the site. The sediment under Lake Tecumseh is being addressed separately. A presentation describing the site and the Navy’s proposed treatment alternative can be found below. The Proposed Plan document is available online for review HERE. The technical reports describing the investigation, results, and potential alternatives (called a Remedial Investigation and Feasibility Study) can be found HERE and HERE.

Moving Target Mortar Range South (UXO 07)

The Moving Target Mortar Range South was used in the 1940s and 1950s and consisted of a moving target machine gun range and then a moving target mortar range. The firing direction for both ranges was east toward the Atlantic Ocean. The Proposed Plan addresses munitions-related contamination resulting from historical use of the site as a mortar range. A brief overview of the site and the Proposed Plan can be found in the public notice HERE.

Public Comment

The Navy invites the public to view the presentations on these proposed remedial actions at Dam Neck Annex. Each presentation describes the site, the cleanup objectives, the alternatives that were considered to address contamination at the site, the criteria used to evaluate the alternatives, the Navy’s preferred alternative, and directions for submitting comments.

Hard copies of these documents can also be found in the information repository, located at the Meyera E. Oberndorf Central Library at 4100 Virginia Beach Boulevard in Virginia Beach, Virginia.

Public participation is an important part of the remedy selection process, and the Navy’s preferred alternatives for these two sites may be modified based on new information and/or public comments. The Navy will finalize its plans, with VDEQ concurrence, after considering all comments received on each site during the public comment period (March 8 to April 7, 2023) on these proposed actions. Community Outreach

A community outreach program for the Environmental Restoration Program (ERP) at NAS Oceana, NALF Fentress, and Dam Neck Annex has been established through development and implementation of a Community Involvement Plan (CIP) for each installation. The CIPs were developed to comply with USEPA, Department of Defense, and Navy requirements and incorporated input from the public, through surveys, on how the public would like to be involved in the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) process. The plans are updated every 5 years or if significant community concerns or a major change in the ERP at NAS Oceana, NALF Fentress, and Dam Neck Annex occurs. The current CIPs were finalized in FY 2020. Public Notices

Public notices are issued to announce public meetings, the dates of public comment periods for Engineering Evaluation and Cost Estimates and Proposed Plans, signature of Records of Decisions, and changes to the Munitions Response Site Prioritization Protocol. The notices are published in The Virginian-Pilot and on this website.

Public Comment Periods and Meetings

Proposed Plans and Engineering Evaluations and Cost Analyses are made available for public comment. A public meeting is held for each Proposed Plan issued by the Navy, and by request for Engineering Evaluations and Cost Analyses. During the meeting, Navy officials will discuss the findings of the Remedial Investigation, the various cleanup alternatives, the Navy’s preferred cleanup alternative, and the rationale for the preferred cleanup alternative. Meeting attendees will have the opportunity to ask questions and make comments at the meeting. The public may also submit written comments during the public comment period. A Responsiveness Summary will be prepared for significant comments received and made available in the information repository. Notices announcing the public comment periods will be published in the legal section of The Virginian-Pilot and on this web site. The documents will be made available for review in the information repository and on this web site.
