The U.S. Navy has awarded a $60 million firm-fixed-price, indefinite-delivery/indefinite-quantity contract to AH Environmental Consultants Inc., a small business based in Newport News, Virginia. The Naval Facilities Engineering Systems Command Atlantic will oversee the contract, which supports environmental compliance efforts across Navy and Department of Defense installations worldwide.
The contract focuses on ensuring compliance with environmental regulations, including the Safe Drinking Water Act and the Clean Water Act, as well as other federal, state, local and installation-specific requirements. The work includes preparation of studies, plans, specifications, design documents, reports and cost estimates. Key areas include drinking water quality compliance, stormwater pollution prevention, industrial wastewater treatment compliance and laboratory services.
At the time of the award, an initial task order valued at $867,431.55 was issued for drinking water system sanitary surveys at Naval Support Activity Bahrain, Naval Station Rota in Spain, Naval Station Guantanamo Bay in Cuba, and the Naval Sea Systems Command Detachment Atlantic Undersea Test and Evaluation Center in the Bahamas. The funds, drawn from fiscal 2025 Navy operation and maintenance accounts, will expire at the end of the fiscal year.
The contract includes a one-year base period with options to extend the work through January 2030. The $60 million ceiling remains unchanged regardless of options exercised. Additional task orders will be issued as needed to address environmental priorities across the Naval Facilities Engineering Systems Command Atlantic’s area of responsibility, which includes the continental United States, the Caribbean, Europe, Africa, Western Asia, South America, Hawaii, the Far East and Guam.
The contract was competitively awarded via the federal government’s contracting platform, SAM.gov, under Federal Acquisition Regulation Part 36. Two proposals were received, with AH Environmental Consultants identified as the most qualified firm.
