Community Open House: Environmental Restoration Program

The U.S. Navy invites you to an open house to learn about the Environmental Restoration Program at Naval Station Norfolk and Naval Support Activity Hampton Roads. Under the Environmental Restoration Program, the Navy is cleaning up soil and groundwater to protect our environment.

The open house will provide an overview of environmental restoration activities at Naval Station Norfolk and Naval Support Activity Hampton Roads, as well as information about how to get involved. Your participation is key. If there is sufficient community interest at this event, the Navy will consider re-establishing the Restoration Advisory Board. The Restoration Advisory Board is a community stakeholder group that meets and provides input on environmental cleanup at installations to the Navy and its regulatory partners, including the United States Environmental Protection Agency and the Virginia Department of Environmental Quality. To re-establish the Restoration Advisory Board, we are looking for a diverse group of interested community members, including residents, local business owners, and representatives from community organizations.

The event is designed for direct conversation. While there will be no formal presentation, you will have the opportunity to speak one on one with project team members from the Navy, the United States Environmental Protection Agency, and the Virginia Department of Environmental Quality about the environmental restoration work at Naval Station Norfolk and Naval Support Activity Hampton Roads. You will also have an opportunity to learn about ways to stay informed, including how to join the Restoration Advisory Board.

Community Involvement

Documents prepared in support of the Environmental Restoration Program (ERP) cleanup work are housed in local information repositories so the public can review and comment on the work. All documents available for public review and comment can be accessed through the link on the Administrative Records tab.

A community outreach program for the ERP at Naval Station Norfolk (NSN) and Naval Support Activity (NSA) Hampton Roads has been established through development and implementation of a Community Involvement Plan (previously referred to as the Community Relations Plan). The Community Involvement Plan was most recently updated in 2021, and this document is currently being updated. The community outreach program includes public notices and meetings (as applicable), an information repository, fact sheets, this website, and means to sign up for routine updates (refer to Mailing List). The most recent Community Involvement Plan is linked on this page.

Historically, the community outreach program included a Restoration Advisory Board (RAB) that consisted of members of the community, the Department of the Navy (Navy), and state and federal officials who met semiannually to keep the community informed on environmental issues at NSN and NSA Hampton Roads. The RAB was designed to function as a focal point for the exchange of information between the Navy and the local community regarding environmental restoration activities. The final RAB meeting was held in September 2011, shortly after the facility achieved Construction Complete status in September 2010. As a result of feedback from the public during recent updates to the Community Involvement Plan, the Navy is re-evaluating community interest in re-establishing the RAB.

Public Notices

Public notices are issued to announce public meetings, the dates of public comment periods for Proposed Plans, changes to the Record of Decisions, and Five-Year Review reports, which document the status of the ongoing site remediation at nine sites. The notices are published in The Virginian-Pilot.

Public Comment Periods and Meetings

Notices announcing the public comment periods and public meetings are published in the legal section of The Virginian-Pilot. The documents are made available for review in the information repository and on this website.

Public meetings provide the community with opportunities to learn about the status of site cleanups, receive responses to their questions and concerns, and submit comments.

An information repository consists of a reference collection of general NSN and NSA Hampton Roads site information, including documents for public review, the Community Involvement Plan, final technical reports, and fact sheets. The information repository is maintained at the following location:
