Environmental Restoration Program Public Website

The goal of community outreach is to advocate and strengthen early and meaningful community participation in the Department of the Navy’s (Navy) Environmental Restoration Program (ERP). The overarching objective of the Navy’s ERP is to protect human health and the environment from past hazardous waste practices and releases at Navy Installation Restoration Program (IRP) sites. The Navy is committed to involving the public during the site investigation and cleanup process at Naval Air Station (NAS) Lemoore, by both formal and informal means of communications. Health and safety on the air station and in our communities is a top Navy priority.

Federal and state laws and regulations require community involvement during site investigation and cleanup activities conducted under the Comprehensive Environmental Response, Compensation, and Liability Act. This ensures that the public is informed and involved early, that public concerns are heard, and that their comments are considered in making final decisions on managing cleanup activities. The Navy encourages meaningful and productive participation by everyone in the community.

The Navy developed a community relations plan (CRP) in 1993 that was revised in 2005 outlining a program for community involvement during environmental investigation and cleanup at NAS Lemoore. The CRP identifies issues of community concern and describes the community relations program that is implemented throughout environmental activities at NAS Lemoore. The program is designed to facilitate communication among NAS Lemoore personnel, community members, regulatory representatives, public officials, and other interested parties.

Historically, community involvement in environmental activities at NAS Lemoore has been limited. A technical review committee (TRC) consisting of state and local regulatory representatives and NAS Lemoore and Navy personnel was formed in the late 1980s to comment on proposed actions under the Navy IRP. The Navy sought to convert the TRC to a restoration advisory board (RAB) in the 1990s, but the community at large surrounding NAS Lemoore has not been visibly concerned with site activities. A RAB will be established if there is sufficient community interest in the future.

Information repositories have been established to provide public access to technical reports and other information about the investigation and cleanup of sites at NAS Lemoore. A collection of documents compiled by the Navy to document military installation ERP environmental response actions is available in the NAS Lemoore Administrative Record files. Documents are continuously being added to installation administrative records, which provide access to site-specific information so that the public may make informed comments to the Navy on the selection of response actions.

Public Meetings

The Naval Facilities Engineering Systems Command Southwest ERP holds virtual and public meetings, when needed, to provide the public with current information about significant project events, investigations, remedial actions, or removal action decisions, and to respond to specific community concerns, issues, or events. Formal public hearings are also held in conjunction with public comment periods for major technical milestones, such as the proposed remedial action plans required for removal and remedial actions. These meetings will be announced in fact sheets and public notices in local newspapers.

Public Affairs Office

The NAS Lemoore Public Affairs Office supports Commander, Navy Installations Command by acting as the liaison between NAS Lemoore equities and the local community and media. The office provides information and press releases to newspapers, TV, radio stations, and civic organizations, and schedules and conducts interviews and news conferences.
