NAVFAC HQ FM is led by the military Assistant Commander and the Deputy Comptroller. The senior civilian of FM at each echelon is the Comptroller and per SECNAVINST 7000.27, reports directly to the head of their activity as well as the Assistant Secretary of the Navy (FM &Comptroller). FM provides financial forecasts, to support the programming, budgeting, allocation, and control of fiscal resources, ensuring the command’s fiduciary responsibilities are met. FM leads budget coordination with echelon I, monitor execution of funds, and delivers the full range of accounting services, and provides community management for the SYSCOM’s program analysts. In 2018 NAVFAC and CNIC Financial Operations were combined to form a single Budget Submitting Office (BSO 52). The consolidated BSO 52 HQ financial organization is led by a single Comptroller serving both commands.
