Planning Design and construction
Naval Facilities Engineering Systems Command (NAVFAC) Planning Design and Construction (PDC) is led by the Assistant Commander for PDC who is dual-hatted as the NAVFAC Chief Engineer. The Chief Engineer ensures technical essentials consisting of standards, criteria, credentials, training, and competency development are in place for all NAVFAC technical domains. The Chief Engineer is also the Deputy Warranting Officer (DWO) for the Shore Facilities and the Ocean Facilities and Equipment technical domains.
NAVFAC’s PDC Directorate identifies and delivers optimal facility and infrastructure solutions. The Directorate provides program management, project management, and product delivery of Military Construction (MILCON) for the Navy, Marine Corps, and other Department of Defense (DoD) services and agencies per 10 U.S.C. §169 and DoDD 4270.5. MILCON includes planning, design, and construction for the MILCON program, the sustainment, restoration, and maintenance construction, program, and contingency programs. PDC also delivers strategic planning for Navy and other DoD organizations.
