DEAN VANDERLEY

COMMANDER, NAVFAC

Rear Adm. Dean VanderLey is a native of Tacoma, Washington. He is a Calvin College graduate with a Bachelor of Science in Mechanical Engineering and received his commission from the U.S. Navy’s Officer Candidate School in Newport, Rhode Island in 1991. He holds a Master of Science in Civil and Environmental Engineering from Stanford University. After entering the Navy through the nuclear submarine training pipeline, VanderLey served on USS Michigan (SSBN 727), in various division officer positions from 1993-1996. He then served as the lead instructor for the Trident Prospective Commanding Officer course at Trident Training Facility, Bangor.

Jennifer LaTorre

Executive Director

Ms. LaTorre is the Executive Director for the Naval Facilities Engineering Systems Command (NAVFAC). She is the senior civilian advisor to the NAVFAC Commander, responsible for leading all aspects of NAVFAC’s business. As the senior civilian in the command, she is responsible for the community management for more than 19,000 NAVFAC employees. Ms. LaTorre represents NAVFAC in external forums, ensures Supported Commander requirements are understood and met, and focuses on long-term strategic matters related to the effectiveness and efficiency of the Department of the Navy shore infrastructure.

Mark K. Edelson

Program Executive Officer, Industrial Infrastructure

Mark Edelson entered the Senior Executive Service in July 2022. He serves as the Program Executive Officer for Industrial Infrastructure (PEO II). PEO II is responsible for cost, schedule, and performance of the Shipyard Infrastructure Optimization Program (SIOP). SIOP is a holistic investment plan to optimize the four naval public shipyards located in Portsmouth, Virginia; Kittery, Maine; Puget Sound, Washington, and Pearl Harbor, Hawaii.

Assistant Commander for Contracting

Ms. Readal is currently Assistant Commander for Acquisition for the Naval Facilities Engineering Systems Command (NAVFAC).

Andrew Saunders

Counsel

Mr. Saunders was selected as the Counsel, Naval Facilities Engineering Systems Command (NAVFAC), in November 2017.

Paul A. Pollock

Assistant Commander and Chief Management Officer

Mr. Pollock was appointed to the Senior Executive Service in December 2015 and serves as NAVFAC’s senior civilian authority for human resources, EEO, manpower, military and reserve programs, corporate strategy, and corporate resources management for NAVFAC’s 14 component commands and over 18,000 employees worldwide.

S. Keith Hamilton

Chief Engineer

Mr. Keith Hamilton is the Naval Facilities Engineering Systems Command’s (NAVFAC) Chief Engineer. He is the senior technical advisor for the NAVFAC Commander and serves as the final technical authority for NAVFAC's eight technical domains including shore and ocean facilities, systems, and equipment. As NAVFAC's Director of Planning, Design and Construction, he leads the Department of Navy Military Construction, Restoration and Modernization, Medical Facilities, Ocean Facilities, and Petroleum Oil and Lubricants Infrastructure Programs with over 4500 engineering professionals delivering a global project portfolio valued over $12 billion per year. He brings four decades of leadership experience in acquisition, project management, facilities engineering, and management of multi-billion dollar design, construction, and infrastructure programs to his current position which he assumed in October 2023.

Michael R. Keller

Assistant Commander for Public Works

Mr. Keller entered the Senior Executive Service in September 2024. In his current role, he leads NAVFAC’s global Public Works program and is responsible for the operation and maintenance of all Navy shore facilities and utility systems.

Andrew V. Napoli

Assistant Commander for BRAC, PPV, and Real Estate

Mr. Andrew Napoli is currently serving as the Assistant Commander for Base Realignment and Closure (BRAC), Public-Private Ventures (PPV), and Real Estate for the Naval Facilities Engineering Systems Command (NAVFAC). In this role, he is the principal advisor and execution leader for BRAC, PPV, and real estate matters. He is the Accountable Senior Leader (ASL) for a ~$300M budget and a workforce of over 411 world-wide personnel.

Carlos A. Muñoz

Command Information Officer

Mr. Muñoz is the Command Information Officer and Enterprise Information Technology Officer for Naval Facilities Engineering Systems Command. He is the command’s senior civilian responsible for enterprise-wide information technology and shore infrastructure cybersecurity, competency development, and architecture in support of the enterprise business requirements and strategy. Appointed a Senior Leader in January 2021, he previously served as N6 and Command Information Officer for Commander, Navy Installations Command (CNIC).

Timothy D. Blanton

Director, Navy Crane Center

Mr. Timothy (Tim) Blanton is currently serving as the Director of the Navy Crane Center.

RADM Jeffrey J. Kilian

Commander, NAVFAC Pacific

Civil Engineer Corps, United States Navy Pacific Fleet Civil Engineer Commander, Naval Facilities Engineering Systems Command Pacific.

RDML Jorge Cuadros

Commander, NAVFAC Atlantic

Rear Adm. Jorge Cuadros is a native of Bogota, Colombia. He enlisted in the Navy in 1991 and was commissioned as a Naval Officer in 1996 through Officer Candidate School in Pensacola, FL. He holds a Bachelor of Science in Civil Engineering from Ponticicia Universidad Javeriana and a Master of Science in Civil and Environmental Engineering from Stanford University. He is also a graduate of Harvard University’s Kennedy School Senior Executive Fellows Program.
