Two Proposed Plans
for Environmental Remediation of Munitions Sites
at Marine Corps Base (MCB) Camp Lejeune

Wallace Creek Phase I Munitions Response Site (UXO-28)
New River Runway Expansion Area (UXO-29)

The Department of the Navy (Navy) is providing a comment period from January 5 through February 5, 2026 for community members to review and comment on the preferred remedial alternatives for two former munitions sites at MCB Camp Lejeune:

  • Site UXO-28, the Wallace Creek Phase I Munitions Response Site, MCB Camp Lejeune, and

  • Site UXO-29, the New River Runway Expansion Area, MCB Camp Lejeune and Marine Corps Air Station New River

Wallace Creek Phase I Munitions Response Site (UXO 28)

Site UXO-28 encompasses the former theoretical shot-fall zone of Site UXO-23 (the former D-9 Skeet Range), Tactical Landing Zone Sparrow which was used for troop training from 1954 to the early 2000s, and the North Wallace Creek Regimental Complex. The Proposed Plan addresses potential munitions and explosives of concern (MEC) and material potentially presenting an explosive hazard (MPPEH) at the site.

New River Runway Expansion Area (UXO 29)

Site UXO-29 encompasses 3 historical terrestrial ranges: The Former Infantry Weapons Demonstration Course, B17 which was active from 1946 to 1947 and used for 75-, 105-, and 155-mm projectile training; the Former Artillery Training Area which was active from 1941 to 1943 and used for small arms, rockets, and projectiles; and the Former Hand Grenade Range, M113 which was used from 1970 to 1977 for hand grenade training. The Proposed Plan addresses potential MEC and MPPEH at the site.

Public Comment

The Navy invites the public to review the Proposed Plans for Sites UXO-28 and UXO-29 and to attend the public meeting on Wednesday January 7th at 6:00 PM at:

Public participation is an important part of the remedy selection process, and the Navy’s preferred alternatives for these two sites may be modified based on new information and/or public comments. The Navy will finalize its plans, with the Unites States Environmental Protection Agency (EPA) and North Carolina Department of Environmental Quality (NCDEQ) concurrence, after considering all comments received on each site during the public comment period (January 5 to February 5 2026) on these proposed actions. Community Outreach

Camp Lejeune’s Environmental Management Division and Public Affairs Office work with the U.S. Department of the Navy to implement the Camp Lejeune’s Community Involvement Plan (CIP). The CIP describes specific outreach methods to provide factual and timely information to the public, obtain community feedback, and promote understanding of Camp Lejeune’s Environmental Restoration Program (ERP).

The first CIP for Camp Lejeune was developed in September 1990; it was updated in February 1994, January 2005, February 2011, December 2015, and November 2020. Recommendations for future community involvement activities in the CIP are based on feedback obtained by interviewing members of the local community. The CIP is planned for updating in 2025.
