David Curfman

David Curfman entered the Senior Executive Service in October 2014. In June 2019, he assumed duties as the Naval Facilities Engineering Systems Command’s (NAVFAC) Chief Engineer and Assistant Commander (Director) for Capital Improvements. As the Chief Engineer, he is the senior technical advisor and technical authority for the Commander, NAVFAC, on facilities design, construction, and engineering issues. Additionally, he leads the DON Military Construction Program, the Restoration and Modernization Program, Medical Facilities Design, Anti-Terrorism/Force Protection Program, the Facilities Engineering Career field, and the Ocean Facilities Program. As the Director of Capital Improvements, he leads over 4000 engineering professionals delivering over $7B per year in design and construction services for the Navy, Marine Corps and other Federal agencies around the world.
 

Prior to his current role, he served for nearly 5 years as Assistant Commander of Public Works where he was responsible for Utilities Operations and Management, Facilities Management and Sustainment, Facility Services and Base Operating Support Contracts, Energy Resiliency and Management, and Transportation Management. He consistently delivered over $5 Billon in services to the worldwide Navy and Shore establishment through 71 Public Works Departments that include over 11,000 civilian, military, and contractor staff.
 

Mr. Curfman received his BS in Civil Engineering – Structures from Virginia Tech in 1983. He received his Master’s degree in Civil Engineering – Coastal Structures from Old Dominion University in 1993. Prior to his federal career, Mr. Curfman served for over 6 years as a structural engineer with a private contractor. Over the last 30 years, he has held numerous leadership positions at NAVFAC including Special Assistant for Waterfront and Harbors, Director of the Engineering Innovation and Criteria Office, Director of Environmental Programs for NAVFAC Atlantic, and Director of Public Works for NAVFAC Atlantic.
 

He has received numerous awards from the Defense Standardization Program, the National Institute of Building Sciences, and Department of Navy for Environmental Planning and Environmental Restoration. Mr. Curfman also received the Navy’s Superior Civilian Service Award, the Navy’s Meritorious Civilian Service Award, and NAVFAC Engineer of the Year award. He is also a member of the American Society of Civil Engineers (ASCE), the Society of American Military Engineers (SAME), and is a registered professional engineer in Virginia.
