S. Keith Hamilton

Mr. Keith Hamilton is the Naval Facilities Engineering Systems Command’s (NAVFAC) Chief Engineer.  He is the senior technical advisor for the NAVFAC Commander and serves as the final technical authority for NAVFAC's eight technical domains including shore and ocean facilities, systems, and equipment. As NAVFAC's Director of Planning, Design and Construction, he leads the Department of Navy Military Construction, Restoration and Modernization, Medical Facilities, Ocean Facilities, and Petroleum Oil and Lubricants Infrastructure Programs with over 4500 engineering professionals delivering a global project portfolio valued over $12 billion per year.  He brings four decades of leadership experience in acquisition, project management, facilities engineering, and management of multi-billion dollar design, construction, and infrastructure programs to his current position which he assumed in October 2023. 

 

Mr. Hamilton entered the Senior Executive Service in April of 2018 with the National Nuclear Security Administration (NNSA) in the Department of Energy (DOE).  At NNSA, Mr. Hamilton served as the Principal Deputy Associate Administrator for Infrastructure responsible for executing a $34 billion capital construction project portfolio and a $3 billion per year lifecycle infrastructure operations and management program.  He also served as NNSA's Deputy Associate Administrator for Acquisition and Project Management and as NNSA’s Senior Procurement Executive responsible for an $18.5 billion per year acquisition program in addition to NNSA’s $34 billion portfolio of one-of-a-kind nuclear mega projects.  He served as the senior civilian Facilities, Energy, and Environmental Engineer for the Commandant of the Marine Corps (LF) and the Commander of Marine Corps Installations Command (GF) where he managed eight major programs and developed and implemented the Marine Corps’ Infrastructure Reset Strategy.  He served as the Director of Facilities Acquisition, Design and Construction for George Mason University from 2013 - 2015 managing engineering, design, construction, and maintenance contracts for university facilities and research laboratories.

 

Mr. Hamilton retired in 2013 as a Navy Captain after 30 years of active duty service as a Civil Engineer Corps Officer.  He managed multi-billion dollar programs and budgets on the staff of the Chief of Naval Operations (OPNAV N80 and N46) and served in executive leadership positions at agency worldwide headquarters including:  as the Director of Facilities and Environment for Navy Installations Command (CNIC N4) where he developed and implemented the CNO's Shore Investment Strategy; and as NAVFAC's Deputy Commander for Operations managing a $13.4 billion annual global facilities engineering and acquisition program supporting 100 military installations worldwide.  He had three command tours including two Seabee commands and one as Commanding Officer of NAVFAC's largest Regional Facilities Engineering Command with over 3800 employees providing engineering, construction, maintenance and operations worth $3.5 billion per year. 

 

Mr. Hamilton is a Licensed Professional Engineer registered in the states of Oregon and Virginia, a Navy Certified Financial Manager, and a Defense Acquisition Workforce Improvement Act (DAWAI) Level III Certified Acquisition Professional.  He held unlimited contracting officer warrants for DON and DOE.  He earned a Bachelor of Science degree in Chemical Engineering from the University of Missouri, a Master of Science in Financial Management from the Naval Postgraduate School, a Master of Arts in National Security and Strategic Studies from the Naval War College, and is a graduate of The Executive Program at the University of Virginia’s Darden Graduate School of Business.
