NAVFAC Northwest receives acquisition excellence award

Naval Facilities Engineering Systems Command Northwest received the Department of the Navy Office of Small Business Sarkis Tatigian Award for outstanding small business contracting achievements Nov. 5.

“Awarding these contracts are a means to effectively leverage the innovation, agility, and capabilities of small business to enhance warfighter lethality and maintain military readiness,” said U.S. Navy Capt. Ben Miller, NAVFAC Northwest commanding officer.

NAVFAC Northwest’s early acquisition strategy planning has been the driving force behind the significant small business achievements. It forecasts projects, identifies and targets specific requirements for small business set-asides, and follows through on those commitments. These planning efforts led the command to the best small business achievements in its 14-year history. The command exceeded all assigned goals with an overall 96 percent achievement rate for contract actions awarded to small businesses. This amounted to $393 million going directly to small business concerns.

In addition, the command awarded a longstanding unrestricted environmental restoration services contract to a small business in 2020. This environmental contract is a $40 million indefinite-delivery indefinite quantity (IDIQ) contract for environmental restoration architect and engineering services and is a major contract in the acquisition tool arsenal. This environmental contract will create new opportunities for local small businesses to participate in larger, more complex projects.

“We have a culture here that prioritizes contracting with small business,” said Deputy for Small Business Jim Niles, deputy for Small Business. “It’s not just meeting our goals, these businesses are crucial to helping NAVFAC Northwest meet its mission.”

NAVFAC Northwest received the same award in 2018.
