Mishap Prevention and Hazard Abatement    
 

Hazard Abatement OverviewHazards are anything that cause danger, peril, or risk to persons or property. Hazards may be identified through any number of ways including: inspections, industrial hygiene surveys, hazard reports, or as recommendations resulting from mishap or near mishap investigation reports. Per OPNAV-M-5100.23H Chapter 12, these hazards must be eliminated, abated or mitigated to the lowest residual risk. 

Hazard Abatement is the prevention, mitigation, abatement or control of a hazard through any measure or set of measures designed to permanently eliminate hazards, including worker personal protection and safe work practices. Any hazard that cannot be eliminated must be identified and tracked with the responsible activities’ Hazard Abatement Log. Each residual hazard must have a Hazard Abatement plan associated with it. Many hazards can be easily eliminated through process changes, low cost repairs or replacement of equipment. Some high risk hazards are more complex and costly, requiring substantial funds to abate. When the cost of hazard abatement exceeds the capability of the normal funding streams, the Mishap Prevention and Hazard Abatement (MPHA) Program should be an option to explore.   

MPHA Overview: The MPHA program is a CNO program designated to provide funding for critical hazard abatement and prevention projects where all normal funding streams have been exhausted. It allows commanders to request funds for hazard mitigation that would otherwise be deferred and thus force them to accept high-risk deficiencies out of lack of funds. MPHA and centrally-funded project requests are managed through the Navy’s safety database, the Enterprise Safety Administration Management System (ESAMS). For those commands without access, projects can be developed manually, but will ultimately be tracked in ESAMS. The HAP module in ESAMS is for centrally-funded HA Projects and not for tracking local activity HA projects. The OPNAV-M-5100.23H Chapter 12 provides guidance for both types of HA projects. The tools listed on this page are intended to guide users through the process of developing and requesting a centrally-funded HA project.
