Mr. Andrew Napoli is currently serving as the Assistant Commander for Base Realignment and Closure (BRAC), Public-Private Ventures (PPV), and Real Estate for the Naval Facilities Engineering Systems Command (NAVFAC). In this role, he is the principal advisor and execution leader for BRAC, PPV, and real estate matters. He is the Accountable Senior Leader (ASL) for a ~$300M budget and a workforce of over 411 world-wide personnel.
His mission includes leading and managing: (1) ~8,100 excess BRAC acres remaining for transfer (out of an initial inventory of ~189,000 acres) spanning 16 installations (145 parcels) with a remaining environmental cleanup cost-to-complete exceeding $2 billion; (2) a privatized inventory of ~61,600 family homes and ~6,000 barracks bed spaces spanning 78 installations, seven partners and 15 projects with a cumulative debt/equity valuation of $7.6 billion; and (3) leveraging business authorities and creative land uses of the Navy/USMC ~$400 billion real estate portfolio to deliver value to warfighters.
Mr. Napoli entered the Senior Executive Service (SES) in September 2024 to take his current position. He has a combined 29 years of federal service in both the Executive and Legislative branches.
He previously served in a variety of positions with Headquarters, Department of the Army (HQDA) from October 2006 through September 2024. During his tenure as Assistant for Stationing and BRAC in the Office of the Assistant Secretary of the Army (Installations, Energy, and Environment), the Army successfully transferred 43,477 acres of property back into community hands, and those transactions generated an estimated $270M in consideration (a mixture of cash and in-kind consideration). He also served five times (2020-2024) as the Army’s representative to the Office of Local Defense Community Cooperation (OLDCC) on the Defense Community Infrastructure Program (DCIP) grant Review Panel, including on the Military Value panel. He pioneered the authorization, funding, development, and deployment of an innovative real estate “listing service” (Real Property Space Availability or RPSA) which identify stationing alternatives that if implemented can produce significant cost savings. He reviewed and secured approvals for concept packages using the innovative Intergovernmental Support Agreements (IGSAs) saving the Army tens of millions of dollars per year.
His legislative experience includes three years as an Army supervisory legislative liaison (2009-2012), two years as an Army Congressional Affairs Contact Officer (2006-2008), almost ten years of staff experience in the U.S. House of Representatives and U.S. House Veterans Affairs Committee (1995-2005), and a combined year of Congressional campaign experience as Field Director (1996 and 1998) and Campaign Manager (2000).
Mr. Napoli served on the 2005 Defense Base Closure and Realignment Commission (BRAC), and he wrote, edited, and produced the Commission’s Report to the President.
Mr. Napoli’s education includes a Bachelor’s Degree in Political Science, and a Master’s Degree in International Relations. His awards include the Meritorious Civilian Service Award (25 June 2024), the Superior Civilian Service Award (28 September 2020), and the Commander’s Award for Civilian Service (05 June 2012).
