Mr. Keller entered the Senior Executive Service in September 2024. In his current role, he leads NAVFAC’s global Public Works program and is responsible for the operation and maintenance of all Navy shore facilities and utility systems.
Prior to arriving at NAVFAC in 2022, his most recent Government service includes Director of Engineering and Design for the U. S. Department of Energy Headquarters and Director of Public Works at the U.S. Army Garrison Fort George G. Meade.
As the Senior Electrical Engineer at the Bureau of Alcohol Tobacco Firearms and Explosives (ATF), he led forensic engineering support for fire and explosion investigations. Additionally, he served with the ATF National Response Team, coauthored several scientific articles and provided expert witness testimony in the US and Canada.
As a Vice President for Irby Engineering and Construction, in Pensacola, FL, he oversaw the design and reconstruction of three ten-story condominiums (157 units) that Hurricane Ivan destroyed. This involved the replacement of all interior finishes, roofs, and cladding.
As a consultant for Logistics Management Institute, he worked on the Installation Management Accounting Project (IMAP) Core Business Model (CBM). This described Navy business areas and executed by the Base Operations and Support program.
He received a commission as an Ensign in the US Navy Civil Engineer Corps. During his active duty career, he primarily served with the US Navy SeaBees as a Company Commander and Staff Officer. He operationally deployed to Somalia, Southwest Asia, the Caribbean, Central America, and Eastern Europe. His experience includes leadership positions in facility support contract management, and as a Public Works Officer.
Raised in northern New Jersey, he graduated from The Citadel, The Military College of South Carolina, with a degree in Electrical Engineering in 1988. He was a Distinguished Naval Student and received the Peter Gaillard Memorial Award as the exceptional electrical engineering senior cadet based on scholastic attainment, leadership, and participation in extracurricular activities.
Mr. Keller is a licensed Professional Engineer in the Commonwealth of Virginia.
