The Navy MCON Branch provides client interface between NAVFAC HQ CNIC, OPNAV N46, the Supported Command Sponsors, and Regional Commanders on Military Construction (MCON) issues. We have intimate knowledge of the Navy's shore installations' missions and facilities requirements and the MCON projects that have been developed to satisfy facilities needs.
The USMC/MCNR/Other MILCON Branch provides program oversight and client support for Marine Corps MCON and all non-MCON major construction programs including Navy Family Housing. The level of involvement in each program depends upon client requirements, and ranges from cradle-to-grave development, funds management and execution (FHN, MCNR) to daily client support throughout the programming, budgeting and execution phases (Marine Corps) to funds management and execution oversight (Defense, BRAC).
Program Development & Legislative Affairs Branch
The Program Development & Documentation team provides program analysis support. In general, the team coordinates the program development, submission, and budget review processes for the MCON Program. This includes managing the requirements database, coordinating data interfaces with the N80, FMB, and OSD Military Construction Databases, coordinating the design authorization and construction advertisement processes, and providing ad-hoc program analyses. The branch also provides briefing/presentation graphics support and manages the EPG system.
The primary function of the Legislative Advisor is to advise ASN, CNI/OPNAV, and NAVFAC staff on the development of policies, standards, procedures and methods for presenting and supporting the annual military construction and other facilities programs to Congress for both authorization and appropriation matters. The Legislative Branch advocates for the program and legislative initiatives to Congressional Committee
The Program Resources Branch provides MCON, MCNR and FHN funds management as well as funds management for Defense clients, BRAC construction. Provides analytical support and advise to MILCON management on program cost analysis, annual/multi year and long-range fiscal/program planning for MILCON programs. Plans, presents and executes budgets and oversees the MILCON portion of the OPS brief. Directs/conducts cost comparison/benefit studies and trends analyses of projects/programs; develops lifecycle cost analyses of projects, acquisition methods and/or programs
