Record of Decision Available for Munitions Response
Site UXO 021 (Combat Area C – Field Firing Range)

The United States Department of the Navy announces the availability of the Record of Decision (ROD) for munitions response site UXO 021 (Combat Area C - Field Firing Range) located on the Mainside of Marine Corps Installations National Capital Region - Marine Corps Base Quantico. The ROD documents the Navy’s selected remedy for addressing potential contamination from past use and/or disposal of munitions at UXO 021. The selected remedy consists of additional surface and focused subsurface munitions and explosives of concern (MEC) removal with the implementation of land use controls. The selected remedy meets the remedial action objective for UXO 021 to reduce potential explosive hazard related to human receptors encountering MEC at the surface or in the subsurface under current and anticipated future land use.

Surface MEC removal will be performed at approximately 185 acres of UXO 021. In addition, a surface and focused subsurface MEC removal will be performed at approximately 8.5 acres of UXO 021, in the more developed area of the site.

Upon completion of the MEC removal activities, land use controls will be implemented at the site. Land use controls will consist of installing warning signs, conducting training, conducting annual site inspections, requiring excavation permits for any potential excavation activities, and restricting potential future land uses. The effectiveness of this remedy will be reviewed every five years.

Prior to selecting the remedy defined in the ROD, a Proposed Plan describing the different remedial alternatives considered and the proposed remedy was made publicly available, and a public meeting and comment period were held. No comments or questions on the Proposed Plan were submitted. The ROD has been reviewed and approved by the United States Environmental Protection Agency and the Virginia Department of Environmental Quality.
