Environmental Restoration Program Public Website

The goal of community outreach is to advocate for and strengthen early and meaningful community participation in the Department of the Navy’s (Navy) Environmental Restoration Program (ERP). The overarching objective of the Navy’s ERP is to protect human health and the environment from past hazardous waste practices and releases at Navy Installation Restoration Program (IRP) sites. The Navy is committed to involving the public during the Five-Year Review (FYR) process at the former Pomona Naval Industrial Reserve Ordnance Plant (NIROP), by both formal and informal means of communication. Health and Safety on the former Pomona NIROP and in our communities is a top Navy priority.

Federal and State laws and regulations require community involvement during site investigation and cleanup activities conducted under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). This ensures that the public is informed and involved early, that public concerns are heard, and that their comments are considered in making final decisions on managing cleanup activities. The Navy encourages meaningful and productive participation by everyone in the community. Out of a total of 7 IRP and 12 UST sites, all are closed except IRP Sites 4 through 7, which retain land use controls (LUCs) in the form of institutional controls (ICs). The LUCs require remedy performance reviews along with community outreach every five years in conjunction with the FYRs.

Administrative Record

As required by CERCLA, documentation relating to the government’s environmental cleanup efforts are made available for public viewing. Documentation can range from sampling reports and cleanup plans to correspondence between the Navy and regulators. Documentation can be reviewed online at the link below.
