Proposed Plan for Site UXO-30 (B-14 Expanded Investigation Area), Operable Unit #33
The Navy, in cooperation with the U.S. Environmental Protection Agency (EPA) and North Carolina Department of Environmental Quality (NCDEQ) is holding a comment period August 23 – September 22, 2023 on the preferred alternative to address potential explosive risks at Site UXO-30, Marine Corps Base (MCB) Camp Lejeune and Marine Corps Air Station (MCAS) New River, North Carolina. MCB Camp Lejeune is a Marine Corps Installations East – MCB Camp Lejeune (MCIEAST-MCB CAMLEJ) installation.
Site UXO-30 consists of an approximately 18-acre area that, based on historical aerial photography, may have been used by the Base for training in the 1950s and 1960s.
Site UXO-30 investigations identified nine items classified as material potentially presenting an explosive hazard (MPPEH) (six M-29 practice rifle grenades; two Mk 1 expended illumination hand grenades; and one M-120 series expended signal illumination flare) within the western portion of the Site. Following inspection, all MPPEH items were classified as material documented as safe, posing no explosive hazard. No munitions and explosives of concern (MEC) have been found at the site.
The remedial action implemented part of “Alternative 3” (MEC/MPPEH surface clearance within the western portion of the Site and sitewide land use controls) in the Navy’s Feasibility Study, which identified five alternatives to address site risks. The Navy is now proposing to implement the rest of Alternative 3, which consists of land use controls to reduce risk. These controls include activities such as installation of warning signs around the site perimeter, conducting munitions safety awareness training, and requiring notification for excavation within the site area.

Public participation is an important part of the remedy selection process and the Navy’s preferred alternative may be modified based on new information and/or public comments. The Navy will finalize its plan, with EPA and NCDEQ concurrence, after considering all comments received during the public comment period (August 23 – September 22, 2023) on this proposed action. Community Outreach
Camp Lejeune’s Environmental Management Division and Public Affairs Office work with the U.S. Department of the Navy to implement the Camp Lejeune’s Community Involvement Plan (CIP). The CIP describes specific outreach methods to provide factual and timely information to the public, obtain community feedback, and promote understanding of Camp Lejeune’s Environmental Restoration Program (ERP).
The first CIP for Camp Lejeune was developed in September 1990; it was updated in February 1994, January 2005, February 2011, December 2015, and November 2020. Recommendations for future community involvement activities in the CIP are based on feedback obtained by interviewing members of the local community. The CIP is planned for updating in 2025.
