NAVFAC EURAFCENT Executes $512 Million in FY25, Boosting Fleet Readiness, Infrastructure Sustainment

NAPLES, Italy – Naval Facilities Engineering Systems Command (NAVFAC) Europe Africa Central (EURAFCENT) executed $512 million in infrastructure projects and fleet support projects throughout fiscal year (FY) 2025.

NAPLES, Italy – Naval Facilities Engineering Systems Command (NAVFAC) Europe Africa Central (EURAFCENT) executed $512 million in infrastructure projects and fleet support projects throughout fiscal year (FY) 2025.
 

This year’s financial execution enhanced fleet readiness, strengthened regional partnerships and supported installation’s critical infrastructure while demonstrating a commitment to warfighter readiness and U.S. partnerships.
 

“I am unbelievably proud of our amazing community of professionals,” said Capt. Andrew Olsen, NAVFAC EURAFCENT commanding officer. “This year's execution demonstrates our commitment to supporting the Fleet and the warfighter. We delivered critical infrastructure upgrades, essential maintenance, and vital real estate support, all while operating across a complex and dynamic environment.”
 

The fiscal year 25 closeout, which finishes annually on Sept. 30, is a crucial period for NAVFAC EURAFCENT.  Financial management, real estate and contracting teams manage final funding allocations to ensure efficient and effective resource utilization.
 

“Fiscal Year 2025 was a year of exceptional collaboration, both within NAVFAC EURAFCENT and with external entities," said NAVFAC EURAFCENT Comptroller, Kirk Densmore. "Despite the complexities of migrating to Navy ERP, we achieved operational success thanks to the steadfast commitment and coordinated efforts of our entire team.”
 

Key highlights of NAVFAC EURAFCENT's fiscal year 25 execution include:
 

$240.1 million in Facilities Sustainment, Restoration, and Maintenance: A 63% increase from FY24, ensuring facility longevity and operational readiness. This included rapid execution of $22.1 million in BSS1 Israel Support Plus-Up funds and two Navy Installations Command Centrally Managed Program projects, demonstrating agility. Awards in Cyprus: Re-energized industry interest, awarding over $3.3 million in projects that strengthen regional partnerships.
 

$75 million Multiple Award Construction Contract aboard Naval Support Activity Souda Bay: Creating new capacity for efficient project delivery.
 

$60 million in Expeditionary Execution and Development: Enhancing expeditionary capabilities across 20 countries.
 

$142.2 million in Real Estate Actions: Strategic management of lease agreements, including a $1.5 million investment at the Naval Support Activity Naples Support Site.
 

$141.7 million for seven Centrally Managed Program Projects: Upgrading critical infrastructure, including repairs to a hangar at Naval Air Station Sigonella, Italy, a power plant in Camp Lemonnier, Djibouti, and renovations in Iceland.
 

Efficient contracting practices were instrumental in NAVFAC EURAFCENT's successful FY25 execution.
 

“My team’s smart contracting drove mission success this year,” said Jennifer Mattivi, NAVFAC EURAFCENT chief contracting officer. The contracting staff streamlined processes, fostered strong industry partnerships, which lead to the efficient delivery of vital infrastructure solutions that support the Fleet's operational readiness.”
 

As the sole organization with the authority to lease real property on behalf of the U.S. Navy, NAVFAC EURAFCENT customers trust the command to provide facilities that enable their mission success.
 

“Strategic real estate management is vital to ensuring the Navy and Department of War has the right facilities in the right locations to support its mission,” said Steven White, NAVFAC EURAFCENT real estate director. “Our team is dedicated to providing the warfighters with the facilities needed to operate effectively in the EURAFCENT region.”
 

Fiscal year 2025 execution underscores NAVFAC EURAFCENT's commitment to supporting the Navy's strategic objectives in the EURAFCENT areas of responsibility.
