Environmental Restoration Program Public Website



The goal of community outreach is to advocate for and strengthen early and meaningful community participation in the Navy’s Environmental Restoration Program (ERP). The overarching objective of the Navy’s ERP is to protect human health and the environment from past hazardous waste practices and releases at Navy and Marine Corps Installation Restoration Program (IRP) sites. The Navy and Marine Corps are committed to involving the public during the site investigation and cleanup process at Marine Corps Logistics Base (MCLB) Barstow, by both formal and informal means of communications. Health and safety on the logistics base and in our communities is a top Navy priority.

Federal and state laws and regulations require community involvement during site investigation and cleanup activities conducted under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). This ensures that the public is informed and involved early, that public concerns are heard, and that their comments are considered in making final decisions on managing cleanup activities. The Navy and Marine Corps encourage meaningful and productive participation by everyone in the community.

Community Involvement Plan

The Navy, in conjunction with State of California regulatory agencies, are responsible for oversight of the Navy’s ERP. IRP activities have been ongoing at the MCLB Barstow since 1989. The Marine Corps first developed a community relations plan in 1991. In 2016, the prior 2002 update to the plan was revised to produce the most recently updated community involvement plan (CIP). The plan calls for the Marine Corps to educate the public on the environmental cleanup process and related activities at MCLB Barstow, to enhance communications with the public regarding environmental cleanup activities and the possible effects on natural resources, and to engage the community at critical points in the remediation process.

Community outreach activities include conducting community meetings; publishing fact sheets, newsletters, and public notices; and contacting the community through website postings and by electronic mail. Some documents produced during Marine Corps site investigation and cleanup activities have a required formal review period during which the public can provide comments and input, while other documents are not subject to the same public review and comment requirement. The Marine Corps provides opportunities for public review of these documents in community forums and upon request.

Technical Review Committee/Restoration Advisory Board

A Technical Review Committee (TRC) was established at MCLB Barstow to bring together community members who reflect the diverse interests within the local community, and to review and oversee decisions and documents produced regarding all IRP investigation and cleanup activities at MCLB Barstow. However, over the past decade as the IRP has progressed, community interest in the TRC has waned. TRC meetings had been held annually or biannually and had limited attendance. Generally, across the Department of the Navy, TRCs have been updated, expanded, and converted to Restoration Advisory Boards (RABs), when possible. Due to the limited community interest in public review committees, a RAB never had sufficient support to be established. MCLB Barstow currently has neither a TRC nor RAB. The Federal Facility Agreement (FFA) meetings, held on an as-needed basis and attended by FFA members, currently serve the review committee role for MCLB Barstow.

Public interest in a RAB for MCLB Barstow will be reevaluated periodically. If interest warrants it, establishment of a RAB will be considered.

Administrative Record

An Administrative Record file has been established for MCLB Barstow’s ERP. It includes technical reports, project documents, and other supporting documentation that form the basis for selection of remedial actions under the IRP.

The Administrative Record file is available for public review. It will continue to be maintained for at least 50 years after environmental restoration activities are completed at MCLB Barstow and will serve as a legal and public information resource. Appointments must be made to review documents at the Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) offices. Documents may not be removed.

Public Meetings

Community meetings will be held at critical times in the IRP site remediation process in communities most directly affected by cleanup activities. Notices of any upcoming public meetings will be published approximately two weeks prior to the meeting in local newspapers. In addition, notices will be posted at the Information Repositories, as well as on the MCLB Barstow IRP website. Key stakeholders will be targeted through partnerships with MCLB Barstow’s Natural Resources personnel to communicate the effects of cleanup activities on natural resources, as well as the installation’s Community Plans and Liaison Office to alert community leaders to IRP progress and updates.

Public meetings give community members detailed information regarding the completed investigation and proposed cleanup method(s) and provide the public with a forum to submit oral and written comments. Public meetings were held at the completion of the proposed plans for OUs 1 and 2, 3 and 4, 5 and 6, and OU 7 in 2014.

These meetings are publicized through the use of fact sheets, public notice advertisements in local newspapers, news releases, and announcements on local radio stations.
