Jennifer LaTorre

Ms. LaTorre is the Executive Director for the Naval Facilities Engineering Systems Command (NAVFAC). She is the senior civilian advisor to the NAVFAC Commander, responsible for leading all aspects of NAVFAC’s business. As the senior civilian in the command, she is responsible for the community management for more than 19,000 NAVFAC employees. Ms. LaTorre represents NAVFAC in external forums, ensures Supported Commander requirements are understood and met, and focuses on long-term strategic matters related to the effectiveness and efficiency of the Department of the Navy shore infrastructure.

Ms. LaTorre previously served as the Director, Total Force Manpower Commander, Navy Installations Command (CNIC) from 2010 - 2015. In this role, she directed the manpower and personnel management programs for a world-wide command comprised of approximately 58,000 personnel and managed Personnel Readiness Plans, Mobilization Processing Sites, Individual Augmentations and Reserve Integration. She was directly responsible for determining CNIC’s Total Force Requirements and related financial resources within multiple Navy and Department of Defense appropriations.

Ms. LaTorre was selected to the Senior Executive Service in May, 2010 and has 29 years of experience in managing Government Personnel and Resource Management Programs.

Ms LaTorre served as the Director of Strategy and Future Requirements for CNIC Headquarters from 2006-2010. Her major duties included Strategic and Future Requirements development, programming policy and support to 74 Installations and 11 Navy Regions located world-wide, serving as principle advisor to the Commander on enterprise efficiency initiatives, cost reduction plans, installation investment strategy, future basing, joint basing, strategic planning, performance management, Lean and Six Sigma and the implementation of the Defense Readiness Reporting System. She was also responsible for the development and analysis of POM/PR for CNIC covering 123 Product lines and an overall total obligation authority of $9B.

Bachelor of Science degree in Organizational Analysis and Management of Human Resources, Ms LaTorre is a Navy Certified Quality Instructor and Strategic Planning Advisor. She is a Graduate of the DOD Executive Leadership Development Program (2002), received a DON 5-15

Superior Civilian Service Award (2015), DON Meritorious Civilian Service Award (2006), Commander, Navy Region Northeast Civilian Employee of the year 2000 and numerous performance and special act awards.
