Oahu Native Serving as NAVFAC Pacific's New Business Director

JOINT BASE PEARL HARBOR-HICKAM (NNS) -- Naval Facilities Engineering Command (NAVFAC) Pacific welcomed home Roy Agustin, Oahu native, to lead as its new business director.

JOINT BASE PEARL HARBOR-HICKAM (NNS) -- Naval Facilities Engineering Command (NAVFAC) Pacific welcomed home Roy Agustin, Oahu native, to lead as its new business director.

Agustin assumed his new position in September, and expressed how grateful he and his family are to be back home and a part of the NAVFAC family.

“I know several of my predecessors in this job, and I’m looking to build on their work,” said Agustin.

As the business director, Agustin is the senior civilian responsible for overall business performance of Navy and Marine Corps facility lifecycle management throughout the Indo-Asia-Pacific region delivering $1.9 billion in planning, construction, public works, environmental and acquisition services with over 4,900 personnel.

“I’m excited to work with proud professionals at NAVFAC Pacific,” said Agustin. “It’s great to be part of a team who are passionate about their jobs and have pride of mission and place.”

Agustin also expressed his appreciation of the patriotic employees serving at NAVFAC. He comes from a family with four generations of military service, starting with a grand uncle who served in Guadalcanal during World War II to his daughter who is in her first year at the US Naval Academy.

“My grand uncle encouraged our family to give back to the country that made possible the bounty of opportunities and blessings we have enjoyed after our first generation immigrated to the United States over a hundred years ago.”

After 30 years of military service, Agustin retired from the Air Force as a Brigadier General in 2019, where he served as the Director of Logistics, Engineering and Force Protection for U.S Air Forces in Europe and Air Forces Africa. He oversaw base operating support, force protection and logistics for over 200 aircraft plus 63,000 military and dependents at 10 wings and 83 geographically separated units.  

Agustin has lived in or visited 48 countries and 48 states, and expressed appreciation for his family’s resilience and support through their global travels.

“Being able to handle challenges at home and work are important and in order to handle the pressures of our jobs, it’s important to be mentally, physically and spiritually fit,” said Agustin, who continues to start his day with physical training early each morning. 

Prior to joining NAVFAC Pacific, Agustin worked in the private sector as vice president for a firm executing engineering and environmental design and construction management for projects throughout the Pacific.

“I look forward to learning more about the NAVFAC Pacific organization and how I can assist with improving workforce development, training, mentoring, coaching and providing continuing education to enhance our professional capabilities to become stronger assets.”

Agustin is an alumni of St. Louis High School in Honolulu, Hawaii. He earned a Bachelor of Science degree in Civil Engineering at Santa Clara State University in addition to three master’s degrees. He earned a Master of Science in National Security Strategy from the National War College; a Master of Science in Military Operational Art and Science from the Air Command and Staff College; and a Master of Science in Engineering and Environmental Management with Distinguished Graduate honors from the Air Force Institute of Technology.

Agustin is also a registered Project Management Professional and inducted as a Fellow in the Society of American Military Engineers. He was also recently elected to serve on the Makiki District Neighborhood Board.
