SWMU 03

SWMU = Solid Waste Management Unit; AOC = Area of Concern; UXO = Unexploded Ordnance

Site ID, Name, and Status Background and Pertinent Documents
SWMU 03/10
Ammunition Burning Grounds (ABG) Main Treatment Area (MTA)

Resource Conservation and Recovery Act (RCRA) Compliance Monitoring
  • The MTA of the ABG is located on the western edge of a karst geologic system and is a RCRA permitted active treatment facility for hazardous waste, munitions, explosives, and pyrotechnics.
  • Explosives, volatile organic compounds (VOCs) and metals have been detected at potentially unacceptable concentrations in surface and subsurface soil.
  • Groundwater contaminated with explosives, VOCs, and metals is not currently used for drinking water or any other purpose and, therefore, poses no unacceptable risks to current human receptors.
  • The MTA is subject to ongoing groundwater monitoring and corrective action requirements and must undergo RCRA closure upon suspension of operations (clean closure or closure in place).
  • Corrective Measures Proposal, July 2006; Administrative Record File (ARF) 001031 and 001045.
  • Statement of Basis, June 2011; Administrative Record File 001223.

Ammunition Burning Grounds (ABG) Old Jeep Trail (OJT)

Interim Measures (IM)
  • The OJT of the ABG was used from the mid-1970s through 1983 to burn out bombs and to flash powder.
  • Groundwater underlying the OJT is contaminated with RDX (hexahydro-1,3,5-trinitro-1,3,5-triazine) and TCE (trichloroethylene), and the contamination is distributed among overburden soil, bedrock, and the karst geologic system.
  • Land use controls prevent use of groundwater.
  • Biennial LTM of groundwater and surface water began in 2008 and continued until 2017. Upon renewal of the Resource Conservation and Recovery Act permit (late-2019), groundwater monitoring will occur on a semi-annual basis concurrent with the Main Treatment Area as part of the operating permit for the ABG.
  • An IM at the OJT to remove soil with excess risk due to metals and explosives is currently on hold while waiting for approval of an Explosives Safety Submission.
  • Statement of Basis, June 2011; Administrative Record File (ARF) 001223.
  • Seven Year Review, June 2017; ARF 002701.
