Encroachment Management

The Asset Management business line at NAVFAC is responsible for land use planning, program management, and project development for encroachment. Encroachment is primarily any non-Navy action planned or executed which inhibits, curtails, or possesses the potential to impede the performance of Navy activities.

An Encroachment Action Plan (EAP) is the primary tool and process which results in the identification, quantification, mitigation, and prevention of the potential encroachment challenges to an installation or a range. The NAVFAC planner, coordinating with the NAVFAC Real Estate office, submits plans and budget requirements for all land acquisition proposals addressing encroachment including Encroachment Partnering projects, to CNIC (Commander, Navy Installations Command) for evaluation and coordination.
