DoD Mentor-Protégé Program
The DoD's Mentor-Protégé Program (MPP), the oldest continuously operating federal MPP in existence, has offered substantial assistance to small disadvantage businesses. Established in 1991 during the First Gulf War, the MPP helps eligible small businesses expand their footprint in the defense industrial base.
The DoD Mentor-Protégé Program assists small businesses (Protégés) to successfully compete for prime contract and subcontract awards by partnering with large companies (Mentors) under individual, project-based agreements. The MPP has assisted in excess of 190 small businesses in filling unique niches and becoming part of the military's supply chain. Mentors have actively made the MPP an integral part of their sourcing plans through these partnerships while Protégés, have improved upon and further developed their technical capabilities through their involvement in the program.
Traditionally, these partnerships have delivered a variety of products and services specialized in: environmental remediation, engineering services, information technology, manufacturing, telecommunications and health care.
The Protégé participants have established long-term business relationships with providers of government and commercial goods and services.
Successful Mentor-Protégé Agreements provide a winning relationship for the Protégé, the Mentor, and the DoD.

Navy Mentor-Protégé Program
The Department of Navy (DON) Mentor-Protégé Program assists small businesses (protégés) to successfully compete for prime contract and subcontract awards by partnering with large companies (Mentors) under individuals, project-based agreements. The Department of Defense (DoD) Pilot Mentor-Protégé Program(MPP) was established under Section 831 of Public Law 101-510, the National Defense Authorization Act for Fiscal Year 1991 (10 U.S.C. 2302 note). The program has been extended through September 30, 2024.

NAVFAC MPA initial procedures:
Final application packages must be coordinated and submitted through the NAVFAC Small Business Program Office Small Business Professional AT LEAST 60 days prior to the dates shown above.
Mentors are encouraged to first contact the Contracting Officer, Program Manager, and Small Business Deputy assigned to their NAVFAC prime contract to provide an entire brief of the MPA proposal to ensure buy-in of the agreement. The Contracting Officer and Program Manager will be required to endorse the proposal prior to submitting to the NAVFAC Officer of Small Business Programs for final endorsement to the Navy OSBP.
